Charmaine is Wright

RIP Roderick George Rainford (7 Apr 1940 – 4 Apr 2026), #Jamaican public servant, diplomat, economist; one of the #Caribbean region’s most distinguished figures in public administration and regional integration. Born in Kingston, #Jamaica, Rainford earned a Bachelor of Science in Economics from the University of the West Indies in 1963. He then went to Oxford University as a Rhodes Scholar, earning a B.A. in Jurisprudence in 1965 and a Diploma in Economic Development in 1966, before obtaining a Master of Arts in International Relations from the University of Toronto in 1971. After completing his studies, Rainford worked in Zambia as a Resident Tutor at the University of Zambia, before returning to Jamaica to join the public service at the Ministry of Trade and Industry. He served as CARICOM Secretary-General from 1983 to 1992, navigating the organisation through crises including the overthrow of the Maurice Bishop government in Grenada and the subsequent U.S.-led intervention. He played a pivotal role in the adoption of the Grand Anse Declaration in 1989, which laid the foundation for the CARICOM Single Market and Economy. He subsequently served as Governor of the Bank of Jamaica from October 1992 to June 1993. In 2024, Rainford was conferred with the Order of the Caribbean Community (OCC). He died at his home in St Andrew on 4 April 2026.
