That's because the high speed rail program is run by the state gov who is just looting the program dry. Meanwhile the private company is able to get things done. The issue is the socialist policies that corrupt the government and ensures the citizen's needs are always put last.

With our current district sizes, you can use algorithmic tools to make reasonable looking districts that achieve basically any result you want. youtube.com/watch?v=Lq-Y7c… In our current political climate, idk how you ensure that the people drawing districts are "impartial".

I'm becoming more and more convinced that the only real solution re: congressional districts is to just massively increase the number of districts, along with some sort of mathematical requirement on district shape.
