If you can't edit your agent's prompt without a deploy, you can't actually iterate on it. Agent quality is bottlenecked by one loop: change prompt → run evals → ship or roll back. If that takes a deploy, you're iterating in geological time while your competitors iterate in minutes. Prompts are config. Treat them like it.
