In letter to Common Council, @MayorScanlon reveals that Buffalo Water misspent $11 million in ARP funds. Money was supposed to be used for forgiveness of outstanding water bills but was used for capital projects. "I am incredibly disheartened by this discovery," Scanlon wrote.
