@AnthonyLeeZhang Not crazy after all. This feels like an opportunity for regulations/policy making to make the 'game' fair the players to co-operate. A government's such strategic interactions with the governed, often take the form of an iterated Prisoner’s Dilemma.

(Crazy idea) An interesting thing governments/regulators could hypothetically do is create a "standardized" white-hat bounty rate: if you hack a protocol, and give back X% of the hacked funds to the protocol, you will not be liable in court for the hack
