I wrote to Bush II once when he was TX Governor about a stance he took on some medical programs that he wanted to be handled by the Feds. I took exception with him when he wrote me back saying he disagreed and thought it was just fine for it to be Federal. Despite clear constitutional violations. He never did believe in Amendments 9 and 10.
