प्रफुल्ल चंद्र सेन : एक ऐसा मुख्यमंत्री, जिसके पास सत्ता थी, पर निजी जीवन में लगभग कुछ भी नहीं
प्रफुल्ल चंद्र सेन ने इंग्लैंड जाने का सपना गांधी के एक भाषण पर छोड़ दिया। स्कॉटिश चर्च कॉलेज से पढ़े, अकाउंटिंग फर्म में काम किया, विदेश जाकर करियर बनाने की तैयारी थी; लेकिन 1920 के कलकत्ता कांग्रेस अधिवेशन में गांधीजी को सुना और जीवन की दिशा बदल दी। 1923 में आरामबाग चले गए और वहीं गांधीवादी प्रयोगों की अपनी प्रयोगशाला बना ली।
वे “आरामबाग के गांधी” कहलाए। यह कोई अखबारी विशेषण नहीं, अर्जित प्रतिष्ठा थी। उन्होंने एक पिछड़े, मलेरिया-पीड़ित इलाके को अपने सामाजिक-राजनीतिक कर्मक्षेत्र में बदला। खादी, स्वदेशी, ग्रामोन्नति और जन-संघर्ष आदि इन सबको उन्होंने भाषण नहीं, जीवन-प्रयोग बनाया।
1930 से 1942 के बीच वे कुल मिलाकर 10 साल से अधिक जेलों में रहे। यह ध्यान रहे कि यह लगातार कैद नहीं थी, ब्रिटिश-विरोधी आंदोलनों में बार-बार जेल जाने का कुल समय था। उस दौर में सेरामपुर का कांग्रेस दफ्तर ही उनका घर था, कमाई लगभग शून्य, और निजी संपत्ति के नाम पर बस एक घर में चरखा कातकर बुनी हुई एक धोती और कुर्ता।
वे जीवन भर अविवाहित रहे। राजनीति उनके लिए पेशा नहीं, तप था। निजी परिवार नहीं बसाया; खादी, ग्रामोद्योग और सार्वजनिक जीवन ही उनका परिवार रहे। उनके आखिरी वर्षों तक यह सादगी दिखती है। आज भी उनकी यह झलक हम ममता बैनर्जी में देख सकते हैं। उनके अलावा मुझे बंगाल का कोई नेता ऐसा नज़र नहीं आता। है तो आप शेयर करिएगा।
वे पश्चिम बंगाल में राशनिंग व्यवस्था के निर्णायक स्थापकों में थे। 1948 से कृषि-खाद्य प्रशासन में उनकी भूमिका गहरी रही और 1960 के दशक के खाद्य संकट के दौरान उन्होंने शहरी राशनिंग को लागू किया। राजनीतिक रूप से अलोकप्रिय, पर प्रशासनिक रूप से दूरगामी कदम। आज भी बंगाल की सार्वजनिक वितरण व्यवस्था उसी विरासत पर खड़ी दिखती है।
पूरे बंगाल में दूध का संकट हुआ तो उन्होंने छेने और मावे की मिठाइयों पर रोक लगा दी। वे बहुत बदनाम किए गए। फिर वही मुख्यमंत्री बंगाल में रसगुल्ले और संदेश के विरुद्ध आदेश का चेहरा बन गया। 23 अगस्त 1965 के वेस्ट बेंगाल छेना स्वीट्स कंट्रोल ऑर्डर ने चना-आधारित मिठाइयों पर रोक लगा दी। वजह दूध की भारी कमी बताई गई, लेकिन जनता ने इसे सांस्कृतिक आघात की तरह लिया। बाद में इसे “रोशोगोला रिवोल्ट” तक कहा गया।
खाद्य संकट में उन्होंने लोगों से चावल के बजाय कच्चे केले खाने को कहा तो यह लोगों की बर्दाश्त से बाहर हो गया। राजनीति में कई बार वाक्य, नीयत से बड़े हो जाते हैं और सेन इसकी जीवित मिसाल बने।
प्रफुल्ल सेन सिद्धांतवादी इतने थे कि अपने सगे कम्युनिस्ट भाई के लिए भी विशेष सरकारी सुविधा नहीं दिलवाई। उनके भाई मनिंद्रनाथ सेनगुप्ता कम्युनिस्ट नेता और प्रसिद्ध होम्योपैथ थे। परिवार ने मदद चाही तो सेन ने केवल सामान्य प्रक्रिया के भीतर एक साधारण पत्र दिया। कोई विशेष कृपा नहीं। राजनीति में रिश्तेदारी पर सिद्धांत को तरजीह देने का ऐसा उदाहरण अब लगभग विलुप्त है।
विडंबना देखिए कि “आरामबाग के गांधी” उसी आरामबाग से 1967 में हार गए। अजय मुखर्जी ने उन्हें हराया, कांग्रेस सत्ता से बाहर हुई और बंगाल की राजनीति ने निर्णायक मोड़ लिया। एक व्यक्ति जिसने इलाके को बनाया, वही अंततः उसी जनादेश से पराजित हुआ।
मृत्यु से ठीक पहले तक वे खादी और प्रतिरोध दोनों में सक्रिय रहे। अपनी मौत से लगभग एक हफ्ता पहले नई खादी दुकान के उद्घाटन पर खुद खादी बेचने पहुँचे। और मृत्यु से कोई पखवाड़ा पहले, व्हीलचेयर पर बैठकर वाम नेतृत्व वाली सरकार के खिलाफ कांग्रेस समर्थित मार्च में शामिल हुए। 25 सितंबर 1990 को उनका अंत हुआ, पर राजनीति की एक लगभग लुप्त हो चुकी प्रजाति भी उसी दिन कुछ और दुर्लभ हो गई।
और अगर आज एक पंक्ति में कहें तो प्रफुल्ल चंद्र सेन ऐसे मुख्यमंत्री थे, जिन्होंने सत्ता को भोग नहीं, व्रत की तरह जिया और शायद इसी कारण वे आज के समय में इतने अविश्वसनीय लगते हैं।
