@EdwardShezad @CityofJoburgZA @MyJRA @CoJTransport @MMCKennyKunene In a normal contract like this, there are two parties: 1) the contractor (who needs to be competent to do the job) and 2) a consulting engineer (from the client or City here, who checks the work that the contractor does to make sure it’s up to standard).

And with all the excavations by Joburg Water and City Power, where the soil is just tossed back, to fix that will take decades. Do it right and you stay on to of it. Do it wrong and you pay big time.

When you build a road, you compact in 100-150 mm layers. So if the repair isn’t done to the same standard, then it will fail. Water is the enemy here and is what destroys roads.
