All these appointments are unconstitutional, as no part of the Constitution holds supremacy over another. Even in a state of emergency, the constitutional provision allowing such a declaration does not grant an appointed Administrator the authority to act in ways that, under normal circumstances, require legislative concurrence. The suspension of the State Assembly—especially if done illegally—cannot be used to justify bypassing constitutional procedure.
