Paying for the hotel there is bidding for room. Whoever pays more gets the rooms.
I’ve heard jemaah umrah getting kicked out of their current rooms during stay because some person decided to pay more to stay overnight at that time.

I wonder what can be done by the ticket system for every transaction:
- Require national ID (IC and passport only) and unique phone numbers [take action if abuse]
- 2 tickets limit per ID
- verify RSA key of JWT combining encrypted info, phone no, ticket id etc

Also if we were to determine these meanings, it includes Muslims regardless of the ability to fast, since they didn't explicitly mention 'yang tiada uzur syarie', so by definition, your old stricken grandparents who can't afford to fast are subject to this too (paranoia).
