The UN failed in its duty to act preventatively to prevent wars. The UN should have organized and monitored referendums in Crimea, Donetsk, Lugansk, Slavyansk, Kherson, Odessa and other majority-Russian areas of the USSR that for administrative reasons were part of Ukraine.

Referendums are necessary tools to determine the will of the people.  It is better to hold a referendum than to fight a civil war.
