Regardless of the appropriateness of her actions, I don't see how the school can decide to withhold her diploma. Did she complete the academic work required to earn herself a diploma? They she should have the diploma. The school doesn't have discretionary authority to say, "Well, you completed the course work required, but we're not going to give you a diploma, because we don't like the way you conducted yourself at graduation."
