The Network of Statelessness Victims in al-Hasakah (NSVH) has documented, through field monitoring at nationality application centres across the governorate, recurring cases in which Kurdish applicants are registered in official forms as “Syrian Arab.” These incidents have sparked widespread concern among Kurdish applicants and raised serious questions regarding compliance with Decree No. 13 of 2026. These practices, documented at designated centres contravene both the intent and the objectives of Decree No. 13 of 2026. The decree explicitly recognizes Kurds as an integral component of the Syrian people, affirms the protection of their cultural and linguistic identity, and seeks to redress the discriminatory legacy of the 1962 Special Census. First: Contradiction with the Core Principles of the Decree The inclusion of inaccurate or imposed ethnic classifications contradicts the very purpose of the decree and undermines its central objective—namely, to remedy past injustices rather than reproduce them through new administrative practices. It also constitutes a direct infringement on individuals’ right to freely self-identify with dignity. Second: Risk of Indirect Administrative Discrimination The Network considers that these practices may amount to indirect administrative discrimination, whereby ostensibly neutral procedures result in the effective marginalization of Kurdish identity in Syria. This is inconsistent with the principle of non-discrimination under IHRL. The granting of nationality, as a fundamental legal right, must be carried out within a fully neutral framework, free from any imposed or inferred ethnic or cultural reclassification. Third: The Network warns that the continuation of such practices may: ▪️ Undermine trust in the process and discourage applicants; ▪️ Expose the process to future legal challenges regarding the legitimacy of its procedures and outcomes; ▪️ Reinforce long-standing patterns of discrimination and exclusion experienced by Kurds; ▪️ Undermine the decree’s value as a genuine measure of reform and justice. Fourth: The Network calls on the Syrian transitional government to take immediate and concrete measures, including: 1️⃣ Immediately revising the approved application forms to remove any pre-imposed classifications; 2️⃣ Issuing a clear and binding administrative directive to all centres prohibiting the imposition of any ethnic designation, and requiring staff to record information strictly as declared by applicants, without modification or assumption; 3️⃣ Establishing an independent and effective complaints mechanism to enable applicants to challenge and correct any data recorded without their consent; 4️⃣ Ensuring full transparency throughout all stages of the process, including interviews, biometric registration, and the announcement of results; 5️⃣ Strengthening independent oversight by involving civil society organizations in monitoring the process and documenting any violations. Fifth: The Network calls on the United Nations, its relevant agencies, and international organizations concerned with human rights and statelessness to: ▪️Closely monitor the implementation of Decree No. 13 of 2026; ▪️Advocate for full compliance with international human rights standards, particularly the principle of non-discrimination; ▪️Support legal awareness efforts targeting applicants, especially the most marginalized groups; ▪️Contribute to the establishment of independent monitoring mechanisms overseeing the process. The NSVH reaffirms that the right to nationality is a fundamental and indivisible human right, intrinsically linked to legal recognition and the enjoyment of all other rights. Any partial or distorted approach to this issue risks perpetuating injustice rather than resolving it. This moment represents a critical test of the authorities’ commitment to transitional justice, equal citizenship, and respect for diversity. بدأت مراكز تقديم طلبات الحصول على الجنسية السورية، اليوم الأثنين، استقبال طلبات #مكتومي_القيد من الكُرد السوريين/ات المشمولين بأحكام المرسوم رقم (13) لعام 2026، في خطوة تُعد بداية مهمة لمعالجة واحدة من أكثر صور الحرمان قسوة واستمراراً، وهي الحرمان من الحق في الجنسية. 📌في اليوم الأول، سُجل إقبال كبير على المراكز الخمسة التي تم الإعلان عنها في محافظة الحسكة (القامشلي/قامشلو، الحسكة، المالكية/ديريك، الدرباسية، والجوادية/چل آغا)، حيث استقبلت هذه المراكز مئات الطلبات. 📌هذه المراكز مخصصة حالياً لاستقبال الطلبات فقط، على أن تتبعها مراحل لاحقة تشمل مراجعة اللجان المختصة، وتثبيت البصمات العشرية، وإجراء المقابلات. كما حُددت مدة استقبال الطلبات بـ30 يوماً قابلة للتمديد عند الحاجة. 📌يُطلب من المتقدمين/ات (بطلب فردي أو جماعي) إحضار شهادة تعريف تتضمن صورة شخصية صادرة عن المختار المختص، وسند إقامة يثبت التواجد على الأراضي السورية مع شاهدين، إضافة إلى أي وثيقة أخرى تثبت هذا التواجد (مثل إيصال كهرباء أو مياه أو فاتورة هاتف أو أي وثيقة تقبلها اللجنة). وقد حضر عدد من الضحايا إلى المراكز للاستفسار عن الإجراءات والأوراق المطلوبة، في ظل استمرار نقص المعلومات لدى كثيرين. 📌رصدت المتابعات الميدانية عدداً من التحديات الحقوقية والإجرائية التي ينبغي معالجتها بصورة عاجلة، أبرزها ضعف الوعي بالإجراءات والمتطلبات لدى الفئات الأكثر تهميشاً، ما قد يؤدي إلى تقديم طلبات ناقصة أو تفويت المهل، إضافة إلى تسجيل حالات استغلال مالي من بعض المخاتير في بداية العملية مقابل إصدار الوثائق المطلوبة. وتؤكد شبكة ضحايا انعدام الجنسية في الحسكة أن معالجة هذا الملف تتطلب أيضاً: 1️⃣ إعلان آلية واضحة للمغتربين/ات والموجودين/ات خارج سوريا. 2️⃣ تكثيف حملات التوعية حول الإجراءات والمهل والأوراق المطلوبة. 3️⃣ منع أي استغلال أو فرض مبالغ غير قانونية، وتخفيف الأعباء المالية غير المباشرة على المتقدمين/ات، خاصة الفئات الأشد فقراً. 4️⃣ ضمان الشفافية في جميع المراحل اللاحقة، بما فيها المقابلات وتثبيت البصمات وإعلان النتائج. 📌يأتي ذلك في إطار متابعة شبكة ضحايا انعدام الجنسية للتطورات المرتبطة بالمرسوم رقم 13 الصادر بتاريخ 16 كانون الثاني/يناير 2026، والذي تضمن ثماني مواد، ونصّت المادة الرابعة منه على إلغاء جميع القوانين والتدابير الاستثنائية المترتبة على إحصاء عام 1962 في محافظة الحسكة، ومنح الجنسية السورية للمواطنين من أصول كُردية المقيمين على الأراضي السورية، بمن فيهم مكتومو القيد، مع مساواتهم التامة في الحقوق والواجبات. 📌تجدّد الشبكة تأكيدها أن الحق في الجنسية حق أصيل يرتبط بالاعتراف القانوني وبالتمتع بسائر الحقوق، وأن معالجة هذا الملف بصورة كاملة تشكّل اختباراً جدّياً لالتزام الدولة بالعدالة والمواطنة المتساوية وسيادة القانون واحترام حقوق الإنسان. للاطلاع على المزيد، يمكنكم/ن قراءة تقريرنا عبر الضغط على الرابط 🔗⬇️ hevdesti.org/ar/ar-national… #رابطة_تآزر #NSVH

Nationality application centres have begun todayaccepting applications from unregistered Syrian Kurds covered by Decree No. 13 of 2026, marking an important first step toward addressing one of the most severe and enduring forms of deprivation—the denial of the right to nationality. 📌On the first day, the five centres established across al-Hasakah Governorate (Qamishli/Qamişlo, al-Hasakah, al-Malikiyah/Dêrik, al-Darbasiyah, and al-Jawadiyah/Çil Axa) saw a strong turnout, receiving hundreds of applications. 📌At this stage, the centres are focused solely on receiving applications. Subsequent phases will involve review by the relevant committees, biometric fingerprint registration, and personal interviews. The application period has been set at 30 days, with the possibility of extension if needed. 📌Applicants—whether applying individually or collectively—are required to submit an identification certificate with a personal photograph issued by the local Mukhtar (a neighborhood-level administrative official), along with proof of residence confirming their presence within Syrian territory, supported by two witnesses. They may also provide additional documentation demonstrating such presence, such as electricity or water bills, phone bills, or any other documents accepted by the committee. A number of affected individuals have visited the centres to inquire about procedures and required documentation, amid a continued lack of clear information for many. 📌Field monitoring has also identified several legal and procedural challenges that require urgent attention. Chief among these is the limited awareness of procedures and requirements among the most marginalized groups, which may result in incomplete applications or missed deadlines. There have also been reports of financial exploitation by some Mukhtars (local administrative officials) in exchange for issuing required documents at the outset of the process. The NSVH further stresses that effectively addressing this issue requires: 1️⃣Announcing a clear mechanism for individuals residing outside Syria. 2️⃣Expanding awareness campaigns on procedures, deadlines, and required documentation. 3️⃣Preventing exploitation and the imposition of unlawful fees, while reducing indirect financial burdens on applicants, particularly the most economically vulnerable. 4️⃣Ensuring transparency throughout all subsequent stages, including interviews, biometric registration, and the announcement of results. 📌This development comes as part of ongoing monitoring of Decree No. 13, issued on 16 January 2026. The decree comprises eight articles, with Article 4 repealing all exceptional laws and measures resulting from the 1962 Special Census in al-Hasakah Governorate. It also provides for granting Syrian nationality to citizens of Kurdish origin residing in Syria—including those classified as Maktoumeen al-Qayd (unregistered persons)—with full equality in rights and obligations. 📌NSVH reiterate that the right to nationality is a fundamental human right, intrinsically linked to legal recognition and the enjoyment of all other rights. 📌عقدت شبكة ضحايا انعدام الجنسية في الحسكة، بالتعاون مع قسم الحماية العامة والقانونية في مفوضية الأمم المتحدة لشؤون اللاجئين في القامشلي، يوم الاثنين 16 آذار/مارس 2026، جلسة حوارية لمناقشة التطورات المرتبطة بالبند الرابع من المرسوم رقم 13 لعام 2026، المتعلق بمعالجة آثار الإحصاء الاستثنائي لعام 1962 ومنح الجنسية السورية للمواطنين/ات الكُرد المتضررين/ات منه. 📌شارك في الجلسة عدد من ضحايا انعدام الجنسية والناشطين/ات، حيث جرى استعراض أبرز ما ورد في التعليمات التنفيذية الخاصة بالحصول على الجنسية السورية للمواطنين الكُرد المشمولين بأحكام المرسوم، ومناقشة التحديات العملية في تطبيق الإجراءات على أرض الواقع، والإجراءات التي قد تحتاج إلى تعديل، إضافةً إلى بعض النقاط التي ما تزال بحاجة إلى تفسير قانوني أو توضيح إداري. 📌تطرقت الجلسة إلى أبرز الأسئلة المتكررة لدى الأشخاص عديمي الجنسية، خصوصاً ما يتعلق بآليات التقديم، ومتطلبات الحضور الشخصي وأخذ البصمات العشرية، والإطار الزمني المحدد لاستقبال الطلبات. 📌أشار المشاركون/ات إلى محدودية اطلاع كثير من المجردين/ات من الجنسية على التفاصيل الإجرائية المرتبطة بالمرسوم، مؤكدين أهمية نشر المعلومات القانونية بشكل أوسع. وقد خلصت الجلسة إلى طرح مجموعة من التوصيات العملية التي من شأنها تسهيل وصول المتضررين/ات إلى حقوقهم/ن. 📌أكد المشاركون/ات أن معالجة هذه القضية تنطلق من إعادة الجنسية السورية إلى أصحابها الشرعيين الذين/اللواتي جُرّدوا/جُردن منها ظلماً، بمن فيهم مكتومو القيد، دون استثناء أو تمييز. كما شددوا على أهمية ترجمة أحكام المرسوم إلى إجراءات تنفيذية واضحة وملزمة، مع ضمانات تمنع التعطيل الإداري أو التقدير الأمني التعسفي الذي رافق محاولات سابقة لمعالجة القضية. 📌شدد المشاركون/ات على ضرورة أن تشمل إجراءات التنفيذ المغتربين/ات واللاجئين/ات الكُرد خارج البلاد، بما يتيح لهم التقدم بطلبات استعادة الجنسية أو تصحيح قيودهم المدنية عبر البعثات الدبلوماسية أو من خلال آليات قانونية بديلة، دون اشتراط الحضور إلى داخل سوريا أو فرض شروط تعجيزية. 📌وأكدت المداخلات خلال الجلسة أن معالجة قضية انعدام الجنسية تتطلب مقاربة أشمل ضمن مسار العدالة الانتقالية، يقوم على اعتراف رسمي وصريح بالمظلومية الناجمة عن إحصاء عام 1962، وجبر ضرر جماعي عادل، وإصلاح مؤسسي حقيقي، مع ضمانات قانونية تحول دون تكرار هذه الانتهاكات مستقبلاً. 📌ويأتي انعقاد هذه الجلسة في إطار متابعة شبكة ضحايا انعدام الجنسية للتطورات المرتبطة بالمرسوم رقم 13 لعام 2026، والذي تضمّن ثماني مواد، ونصّت المادة الرابعة منه على إلغاء جميع القوانين والتدابير الاستثنائية المترتبة على إحصاء عام 1962 في محافظة الحسكة. كما نصّ المرسوم على منح الجنسية السورية للمواطنين من أصول كُردية المقيمين على الأراضي السورية، بمن فيهم مكتومو القيد، مع مساواتهم التامة في الحقوق والواجبات. 📌في وقت لاحق، أصدر وزير الداخلية القرار رقم /4862/ بتاريخ 28 كانون الثاني/يناير 2026، والقرار رقم /144/ بتاريخ 18 شباط/فبراير 2026 لتوضيح إجراءات التقدم بطلب الحصول على الجنسية السورية للمواطنين الكُرد المشمولين بأحكام المرسوم. 📌رغم أهمية هذه الخطوة، فإن ضيق الإطار الزمني لاستقبال الطلبات، إلى جانب بعض الإجراءات التطبيقية، قد يفرض تحديات حقيقية أمام عدد من المتضررين/ات، الأمر الذي يستدعي متابعة مستمرة لضمان تنفيذ المرسوم بطريقة عادلة وشاملة. 📌تجدّد الشبكة تأكيدها أن الحق في الجنسية حق أصيل وغير قابل للتصرف، وأن معالجته بصورة كاملة يشكّل اختباراً جدّياً لالتزام الدولة بالعدالة والمواطنة المتساوية وسيادة القانون واحترام حقوق الإنسان. لقراءة المزيد، يمكنكم/ن الاطلاع على تقريرنا حول الجلسة عبر الضغط على الرابط: hevdesti.org/ar/ar-dialogue…

11 Years Since the Liberation of Kobani from ISIS On the 11th anniversary of the liberation of #Kobani City from ISIS, we recall one of the most significant moments in the fight against extremism in #Syria. Kobani stood firm against one of the most dangerous terrorist organizations of the modern era, offering a rare example of defending human dignity and the right of peoples to life and security. In January 2015, Kobani emerged from a devastating phase marked by siege and destruction, beginning a decisive path in defeating ISIS. This marked the beginning of the group’s collapse in northern and eastern Syria and affirmed the role of local communities in confronting terrorism when left alone on the frontlines. The liberation of Kobani represented a turning point in the war against terrorism, laying the foundation for local communities to protect their regions at a time when international support was largely absent during the early stages of the battle. This resilience came at a heavy cost—the lives of civilians and fighters alike, and widespread destruction to the city and its infrastructure. Today, 11 years later, Kobani faces extremely harsh humanitarian conditions due to its military encirclement by the Syrian transitional government forces. This has been accompanied by severe restrictions on civilian movement and a critical shortage of essential supplies, threatening the population’s fundamental rights—most notably the rights to food, healthcare, and security. On this anniversary, commemorating the liberation of Kobani becomes an urgent reminder of the legal and moral responsibility to protect civilians, and the necessity of rejecting siege tactics and collective punishment, which constitute clear violations of international humanitarian law. Kobani today is a besieged city, and its residents deserve immediate protection, the lifting of imposed restrictions, and the full guarantee of their rights without condition. #HevdestiSynergy #Kobani_Under_Siege

Briefing on Grave Violations and Humanitarian Conditions in Sheikh Maqsoud and Ashrafieh, Aleppo Verified information indicate that civilians in the #Sheikh_Maqsoud and #Ashrafieh neighborhoods of #Aleppo have been subjected to serious violations, including public humiliation, threats, arbitrary detention, and degrading treatment. These findings are based on corroborated witness testimonies and verified video evidence. The footage shows civilians being rounded up and detained while subjected to direct insults, threats, and dehumanizing language that undermines their dignity. In one video, dozens of civilians, including women, are held collectively in a humiliating manner, while the person filming moves among them, making inciting and derogatory remarks such as: “These are pig captives,” “Praise be to God who humiliated them and granted victory to His servant,” “These are federalism projects,” “These pigs, atheists,” and “Qandil dogs.” These statements are accompanied by explicit threats to punish detainees outside any legal framework. Within the same context, other videos document extremely grave violations, including the throwing of the body of a Kurdish woman fighter from a building in Sheikh Maqsoud amid celebratory chants, the dragging of another individual in military attire down stairs, and the public humiliation of detainees. These acts constitute serious breaches of International Humanitarian Law (IHL), violate human dignity, and amount to blatant assaults on the sanctity of the dead and the rights of their families. In addition, the neighborhoods of Sheikh Maqsoud and Ashrafieh were subjected to shelling targeting civilian objects and structures, resulting in dozens of civilian The grave violations committed in Sheikh Maqsoud and Ashrafieh cannot be viewed as isolated or individual incidents. Patterns of degrading treatment, arbitrary detention, and violations of human dignity closely mirror practices previously documented in other parts of Syria, including the coastal region and As-Suwayda, indicating the existence of a systematic approach in the treatment of civilians. These violations occurred within the context of a military and security escalation that began in the two neighborhoods on 6 January 2026, following the launch of military operations by “Syrian Army” forces in the area. The escalation culminated on 10 January with the takeover of both neighborhoods after violent clashes with the Internal Security Forces (Asayish) of the Syrian Democratic Forces (SDF), resulting in dozens of killed and wounded. In light of the scale, severity, and recurring patterns of these violations, there is a serious structural failure to uphold International Humanitarian Law (IHL) and human rights law. An urgent, comprehensive response is required prior to any discussions on stability or return, including: ▪️ Immediate cessation of all forms of violations against civilians. ▪️ Ensure the protection of civilians from arbitrary detention and enforced disappearance, and respect human dignity. ▪️ Independent, transparent, and credible investigations into all documented violations in line with international standards. ▪️ Public accountability for all perpetrators, regardless of position or affiliation, and an end to impunity. ▪️ Immediate disclosure of the fate of missing and detained persons, with clear information provided to their families. ▪️ Genuine inclusion of local population representatives in any security or administrative arrangements affecting their lives and rights. Continued violations without accountability pose a direct threat to social peace, undermine any genuine efforts toward stability and safe return, and entrench impunity as de facto policy. Strong Condemnation and Urgent Appeal for Immediate Intervention to Halt the Targeting and Siege of Khaled Fajr Hospital in Sheikh Maqsoud – Aleppo We, the undersigned civil society organizations, hold the Syrian Transitional Government fully responsible for the ongoing and direct targeting of Khaled Fajr Hospital—the sole medical facility providing healthcare services in the Sheikh Maqsoud neighborhood of Aleppo—and for the complete siege imposed on the hospital.Dozens of civilians, including women, children, and elderly persons, as well as wounded and injured patients, are currently trapped inside the facility under extremely harsh humanitarian conditions and face an immediate and grave threat to their lives. Credible and verified information received from inside the hospital confirms that it is currently besieged by the “Syrian Arab Army” and subjected to intense attacks using drones and heavy weaponry, in addition to the use of tear gas, amid ongoing clashes in the immediate vicinity of the hospital. At the same time, those trapped inside are deprived of the minimum essentials necessary for survival and medical care, including medicines, water, electricity, and heating, significantly increasing the risk of mass civilian casualties at any moment. These actions constitute war crimes and represent grave violations of International Humanitarian Law (IHL), which affords special and unconditional protection to civilian hospitals and medical facilities and strictly prohibits their targeting, besiegement, or obstruction under any circumstances. Prior warnings or alleged military justifications do not negate this legal protection, nor do they absolve the perpetrators of full legal responsibility for the severe humanitarian consequences resulting from endangering or disabling medical facilities. Accordingly, we urgently and unequivocally call on the Syrian Transitional Government to: ▪️Immediately and fully cease all forms of targeting, shelling, and siege imposed on Khaled Fajr Hospital and its surroundings. ▪️Open a safe and immediate humanitarian corridor to evacuate the wounded and ensure the protection of civilians trapped inside the hospital. ▪️Allow the immediate entry of medicines, medical supplies, fuel, and water, and guarantee the continuous and safe operation of medical personnel without threat or intimidation. ▪️Ensure urgent and effective intervention by the United Nations, the International Committee of the Red Cross (ICRC), and all relevant international actors to exert pressure to protect the hospital and ensure full respect for international humanitarian law. Any delay in intervention places the lives of civilians, patients, and medical personnel at extreme risk and undermines the most fundamental principles of humanity. Saving lives is an urgent obligation that cannot be postponed.

Severe Damage to the Only Hospital in Sheikh Maqsoud Neighborhood, Aleppo, Following Repeated Attacks #KhaledFajr_Hospital—the sole medical facility providing healthcare services to the #Sheikh_Maqsoud and #Ashrafieh neighbourhoods of #Aleppo—has sustained severe damage as a result of repeated attacks attributed to the “Syrian Army,” according to testimonies from within the hospital. These accounts confirm extensive destruction to the facility’s infrastructure and a critical deterioration of its operational capacity. Given the scale of the damage and the acute shortage of resources, it remains uncertain whether the hospital will be able to fully resume its services. Synergy Association for Victims has verified that the attacks resulted in the killing and injury of medical staff, as well as widespread damage to the hospital’s infrastructure and a severe shortage of essential medicines and medical supplies. These conditions have gravely undermined the ability of healthcare workers to provide life-saving care to wounded civilians and patients in an area subjected to an effective siege and facing an almost total absence of alternative medical facilities. These developments follow the suspension of services at Othman Hospital in the Ashrafieh neighborhood over the past two days due to sustained shelling. Furthermore, two Kurdish civilians—one of whom was a doctor—were killed during the storming of the hospital, according to statements from the victims’ families. These incidents occur amid a broader and escalating pattern of violations targeting medical facilities, healthcare personnel, and civilians. Within this context, the Association emphasizes that claims circulated through official state media alleging that the hospital was targeted due to its purported military use do not alter its legal status as a civilian medical facility protected under International Humanitarian Law (#IHL). Such allegations do not strip the hospital of its legal protection, nor do they absolve the responsible parties of liability for the humanitarian consequences arising from its endangerment or incapacitation. IHL strictly prohibits the targeting of hospitals and civilian medical facilities under any circumstances and obliges all parties to respect and protect them at all times. This protection does not lapse due to military allegations or prior declarations of intent to target. The attacking party remains fully legally responsible for any human or material harm resulting from violations of this prohibition. Shelling Targets the Sole Operational Hospital in Sheikh Maqsoud and Ashrafieh The medical staff of Khaled Fajr Hospital, the only functioning hospital in the neighborhoods of #Sheikh_Maqsoud and #Ashrafieh in the city of #Aleppo, have issued an urgent humanitarian appeal, warning of a severe deterioration in the humanitarian and medical situation that threatens to almost completely halt access to healthcare. Khaled Fajr Hospital has been operating under extreme pressure due to continuous shelling for the past three days, which has caused civilian deaths and injuries. Its ability to respond is declining by the day. The hospital is facing a critical shortage of medical personnel, as many doctors and healthcare workers are unable to reach their workplace, significantly weakening emergency response capacity and leading to the loss of lives that could have been saved had adequate human resources been available. Furthermore, the hospital is suffering from a severe lack of medicines and medical supplies, limiting its capacity to provide appropriate treatment for the wounded and the sick. Emergency and intensive care units are operating at the bare minimum, far below acceptable medical standards. The hospital currently relies on electric generators to maintain essential services, but the shortage of diesel fuel poses an imminent risk of complete shutdown. The crisis is further compounded by the difficulty wounded civilians face in reaching the hospital. Even those who manage to arrive may not receive adequate care due to the acute lack of resources, drastically reducing their chances of survival. Synergy Association for Victims strongly condemns the ongoing attacks that are paralyzing medical facilities and depriving civilians of their right to healthcare. The Association holds the responsible parties fully accountable for all preventable human losses and calls for immediate humanitarian intervention to ensure the hospital’s continued operation. This includes the urgent provision of fuel, medicines, and medical supplies, facilitating safe access for healthcare workers and the wounded, and the immediate cessation of shelling to protect civilians and prevent further escalation of the humanitarian catastrophe. 📣This appeal follows the circulation of a video this evening from inside the hospital, showing repeated and direct shelling of Khaled Fajr Hospital. This dangerous escalation confirms that medical facilities are no longer merely at risk of closure but have become direct targets of attack, dramatically increasing the danger faced by patients, the wounded, and healthcare workers, bringing the hospital one step closer to complete shutdown. #HevdestiSynergy

Synergy Association for Victims expresses its strong condemnation of the actions taken by the Syrian Transitional Government in publishing what it termed “warning maps” concurrently with shelling operations targeting the neighborhoods of #Sheikh_Maqsoud and #Ashrafieh in the city of #Aleppo, at a time when electricity and internet services had been cut off from these areas for days. The publication of complex digital geographic coordinates presupposes—both theoretically and practically—the availability of effective means of communication, technical tools, and specialized knowledge to read maps and analyze locations. These conditions are entirely absent for besieged civilians, who are forced to make life-or-death decisions within seconds, under shelling, amid collective panic, and in the presence of children, the elderly, and the sick. Accordingly, assuming that civilians are capable of understanding these coordinates, analyzing them, linking them to their surrounding physical environment, and then moving safely on that basis is an unrealistic and unjust assumption. It directly contradicts the principle of feasible precautions as stipulated in International Humanitarian Law (IHL). The Association affirms that the obligation to give warning, as stipulated in Article 57 of Additional Protocol I to the Geneva Conventions, is not fulfilled by the issuance of a merely formal or symbolic notice. International humanitarian law requires that any warning be effective, comprehensible to the civilian population, and realistically capable of being acted upon. In the present case, the measures taken fall far short of this standard and cannot be considered an effective warning. Rather, they represent an attempt to transfer the responsibility for civilian protection onto the civilian population itself, instead of the attacking party discharging its clear and non-delegable legal obligations. Synergy further emphasizes that the deployment of heavy artillery and tanks in densely populated civilian areas constitutes, by its very nature, a warfare with wide-area effects and cannot be regarded as precise or discriminate weaponry-underscored by the killing of more than 9 civilians and the injury of over 60 others in the span of just three days, demonstrating the predictable and devastating impact of such weapons on the civilian population. Moreover, the published maps reveal the targeting of broad areas containing a large number of residential buildings, effectively exposing hundreds of civilians to danger and undermining any claim that the attacks were limited to “specific military points.” The expansion of targeting in inhabited civilian areas may amount to indiscriminate attacks prohibited under IHL and may constitute #war_crimes that give rise to individual criminal responsibility. Synergy Association for Victims emphasizes that the actions taken cannot be regarded as precautionary or genuine warning measures. Rather, they appear to constitute advance preparation for the use of force, coupled with the construction of a misleading media and legal narrative intended to legitimize violations and shield them from scrutiny before the international community. Accordingly, the Association calls for: ▪️The immediate and unconditional cessation of all military operations in residential neighborhoods; ▪️Ensuring the protection of civilians and full respect for International Humanitarian Law; ▪️The opening of independent, impartial, and transparent investigations into all committed violations and holding those responsible accountable; ▪️Enabling victims and their families to exercise their rights to truth, justice, reparations, and guarantees of non-recurrence. 8 January 2026 Synergy Association for Victims #HevdestiSynergy

Statement/Position: Civilians at Risk Following the Declaration of Sheikh Maqsoud and Ashrafieh in Aleppo as Military Zones Synergy Association is closely monitoring, with grave concern, the ongoing security developments taking place in the Sheikh Maqsoud and Ashrafieh neighborhoods of Aleppo City, following an attack carried out by forces affiliated with the Ministry of Defense of the Syrian Transitional Government, with the participation of armed factions listed under sanctions by the European Union, the USA, and the UK. This escalation follows an official announcement issued by the Ministry of Defense of the Syrian Transitional Government declaring the two neighborhoods closed military zones and imposing a complete curfew in both areas. This announcement has led to actual displacement movements among civilian residents of the two neighborhoods, amid ongoing military operations and the use of heavy weapons in their surroundings, and under cold weather conditions that further exacerbate the suffering of displaced persons—particularly children and the elderly. This escalation constitutes a deeply alarming development, given the serious risks it poses to civilian safety and the high likelihood of an expansion in the scope of violations, including killings and forced displacement—particularly in densely populated residential areas that have previously endured repeated cycles of violence and displacement. According to available information, the ongoing clashes between Ministry of Defense forces and Internal Security Forces in the Sheikh Maqsoud and Ashrafieh neighborhoods have resulted in civilian casualties and dozens of injuries in both neighborhoods as well as in adjacent areas of Aleppo, due to reciprocal shelling within populated areas. The deployment and use of tanks, military vehicles, and heavy weaponry in the vicinity of the neighborhoods have also been documented, resulting in significant human and material damage. This escalation is taking place despite the existence of an agreement concluded in early April between the Syrian government and the councils of the two neighborhoods, which included clear commitments, notably: ▪️The neutralization of residential neighborhoods and the protection of civilians; ▪️The lifting of movement restrictions and the end of the siege; ▪️Refraining from the introduction or use of heavy weapons within the neighborhoods; ▪️Ensuring access to basic services without discrimination. However, developments on the ground indicate a clear failure to comply with these commitments. Targeting populated areas, using heavy weaponry in urban settings, and breaching local agreements constitute violations of the principles of International Humanitarian Law (IHL) and undermine efforts aimed at protecting civilians and promoting stability. The neighborhoods also remain subject to severe restrictions, alongside recurring complaints of discriminatory practices in service provision and the allocation of administrative responsibilities by the relevant local authorities. Accordingly, Synergy calls for: ▪️The immediate cessation of military operations within residential neighborhoods; ▪️The withdrawal of military vehicles and heavy weaponry from the vicinity of populated areas; ▪️Ensuring the protection of civilians and guaranteeing access to services and humanitarian assistance without discrimination; ▪️Respecting and complying with signed agreements and the legal obligations arising from them; ▪️Opening independent and transparent investigations into the violations committed and holding those responsible accountable in accordance with applicable legal frameworks. Protecting civilians and upholding the law are non-negotiable legal obligations. Launch Statement of the Network of Statelessness Victims in al-Hasakah (NSVH) In response to a human rights wound lasting more than six decades, and with the passage of 63 years since the Special Census in al-Hasakah (1962), we proudly announce the launch of NSVH—an independent, victim-led initiative providing an inclusive framework for coordination, solidarity, and advocacy for the right to nationality and legal recognition. NSVH is led by victims who were stripped of Syrian nationality or born without civil registration due to the Special Census of 5 October 1962 and subsequent exclusionary policies. The Network works to empower victims to represent themselves, share their stories, and lead their claims, adopting a comprehensive rights-based approach that promotes recognition, reparation, institutional reform, and guarantees of non-recurrence. 🔸Our Vision A society where dignity of victims of statelessness and their families is upheld through recognition, truth and justice, and in which full citizenship and guarantees of non-recurrence are achieved as pillars of a fair and comprehensive peace in Syria. 🔸Our Mission Organizing and empowering statelessness victims and their families to represent themselves and advocate for their rights through legal protection and individual support, documentation and memory-building, advocacy and legislative reform, and the integration of the issue into truth and transitional justice processes. Strengthening capacities, partnerships, and early monitoring mechanisms to ensure equality and non-discrimination, while breaking the cycle of deprivation across generations. 🔸Why NSVH? The 1962 Census and subsequent exclusionary policies created a tragic reality in which hundreds of thousands of people—mostly #Kurds—were stripped of their right to citizenship. The affected individuals fell into two main categories: (1) #Ajanib_alHasakah, those registered in special books and issued red cards labelling them as “foreigners” in their own homeland, and (2) #Maktumeen_alQayd, individuals left entirely outside the civil registry, without any legal documents. Thousands of families inherited the consequences of deprivation across generations. Children grew up without legal documents or official identity, deprived of legal personality and the rights it entails, including access to education, healthcare, employment, property ownership, freedom of movement, representation, and participation in public life. By 2011, more than 517,000 people were estimated to be stateless. Although Legislative Decree 49 of 2011 restored nationality to the majority of those in the “Ajanib” Category, over 150,000 people—mostly Maktumeen—remained outside the framework of citizenship. Driven by this reality, NSVH was launched. As an independent, victim-led initiative, it reframes the issue within a human rights framework, treating it as a collective wound requiring recognition and comprehensive redress. Faces That Endure: An Exhibition in Raqqa to Commemorate the Missing On Saturday in Raqqa, the Missing Persons’ Families Platform in North and East Syria held a photo exhibition marking the International Day of the Victims of Enforced Disappearance. The exhibition featured portraits of loved ones who were forcibly disappeared, alongside the names that continue to live in their families’ memories. 📌 Families from #Raqqa, Deir ez-Zor, and #Kobani arrived carrying the images of their missing relatives—keeping their presence alive through their gaze, and renewing their rightful call for #truth, #justice, and answers. Activists, human rights defenders, and media representatives stood alongside the families, bearing witness to an enduring pain and lending their voices to the message that absence does not mean being forgotten. 📝 The exhibition was more than just walls adorned with photographs; it became alive space filled with heartfelt letter—from families and visitors-full of longing and hope, creating a bridge that connects the present with those who are absent. 🔺Through this symbolic and human act, MPFP-NES renewed its commitment to keeping the cause of the missing alive, bearing witness to a crime that continues to affect countless families.
