On September 4, 2025, staff of former and the late DPWH Usec. Catalina Cabral reported that Representative Leviste forcibly seized sensitive documents from Usec. Cabral, causing a paper cut, and illegally copied files from a computer under her custody (Photos: DPWH). These acts are not only morally indefensible but constitute an intrusion by a legislator into the operations of the Executive Branch, a serious constitutional breach. Such conduct raises the following concerns: 1.Constitutional Violation – Directly taking executive documents undermines the independence of the Executive Branch, violating the separation of powers guaranteed by the Constitution. 2.Ethics Breach – Coercive behavior and unauthorized access to official records breach the Code of Conduct and Ethical Standards for Public Officials. 3.Criminal Liability – Forcible taking of property, causing physical injury, and unauthorized copying of files may constitute physical assault, usurpation of authority, and violations under the Cybercrime Prevention Act and other penal laws. The Executive Branch has a duty to defend the integrity of its institutions and ensure that no public official acts with impunity in contravention of the law. In light of the clear evidence, I respectfully demand that your Office: •Immediately initiate a formal ethics investigation into Representative Leviste’s conduct; •Refer the matter to the Department of Justice or other competent prosecutorial authority for criminal investigation and filing of charges; and •Take all necessary measures to uphold constitutional boundaries and deter future intrusions by legislators into executive functions. The public cannot tolerate acts of coercion and usurpation of authority by lawmakers. According to reports, the late Public Works Undersecretary Catalina Cabral sustained a paper cut on her middle finger following an incident on September 4, 2025, which was related to the retrieval of several documents from the Department of Public Works and Highways (DPWH). Based on accounts from several DPWH personnel cited by GMA Integrated News, they alleged that Leandro Leviste “forcibly” took the documents and copied files from a computer inside Cabral’s office, as well as from the agency’s programming office. Leviste earlier confirmed that he visited the facility but denied that any coercion took place in obtaining the documents. He also claimed that his visit had the approval of the Public Works Secretary; however, DPWH Secretary Vince Dizon denied granting such permission.

According to Joseph Morong’s exclusive report in “24 Oras” on Monday, CCTV footage taken in the afternoon of September 4 showed Leviste coming out of Cabral’s office while on his way to the programming office located on the same floor. Cabral was just right behind him. In another footage, both Leviste and Cabral were seen coming out of the programming office. It was also seen that Leviste was holding some papers while Cabral was seemingly explaining something to him.
