The man should not be in the women's bathroom. The female clerk there could have been in the bathroom while the girls did their business. They are not infants, they are clearly at least kindergarten age. Does he take them to the girls bathroom in school, too? At what point do men not get to decide when they will enter a female space over the use of that space by other women? The female clerk present would have sufficed and would have avoided the entire exchange between the two men.
