The teacher shortage is not a lack of teachers. It's a lack of teachers willing to work under a gov that smears them, takes their rights, and causes poor working conditions. It is a shortage of job postings due no infrastructure or low funding. The shortage was created.

The stress of a 12% raise after getting 0% during the 4 years of NDP governance? The stress of 92 new or rebuilt schools? The stress of getting the 1,500 TA’s & 3,000 net new teachers that their union demanded? Or the stress of getting an additional $25 million to fund additional translators in classrooms? The judge isn’t bad, the just aren’t the supreme authority in the CDN system, be it federally or provincially. You can blame the founding fathers or you can blame PET who created the Charter & repatriated the Constitution that enshrined Parliaments supremacy but blaming a Premier for using a legal Charter clause exactly as it was designed to be used is silly at best. As an aside the legal system you seem to prefer, ruled against the ATA lawsuit.

The Notwithstanding Clause is integral to the Canadian Charter of Rights and Freedoms and an unassailable provincial constitutional right. Alberta Premier Peter Lougheed insisted it be included to protect the autonomy of provinces to uphold the values and priorities of the people they represent from decisions of activist courts. In Alberta, we have used it carefully and lawfully to stand up for the parental right to be involved in their children’s lives, to protect children so they can make important health decisions as adults, to ensure fairness in sport, and to keep students learning in the classroom. We are extremely disappointed that Minister Sean Fraser would risk national unity and a foundational principle of our constitution by attempting to attack the use of the notwithstanding clause by sovereign provincial governments.

First, the NWS clause is a legal temporary measure to ensure a law enacted by the elected body isn’t overturned by an unelected judge. Implicit in this section of the Charter is that there will always be an election within the 5 year period it is in effect so that the people can determine if the law passed represents their interests & views. If you don’t like the back to work legislation, then choose to vote against the UCP & vote for a party that will repeal the back to work legislation. Good luck getting the 12% raise that went with it back from teachers though.
