After @VSPPIO and @ArlingtonVaPD joined in, there appeared to be a failed effort to guide them off at the Sycamore Street exit. A second appearance of the police K-9 apparently then spooked mom and dad. From the @VaDOTNOVA/ SafetyVid.org video it appears that, in the end, the kids and parents became separated.
