@BalaamBarugahar Who is the current minister without portfolio?

On friday , I spent most of the day in Mbale City inspecting various government schools and other key public infrastructure. I was disappointed to find that some government-aided schools are still charging students school fees despite the clear Presidential directive prohibiting such charges. Accompanied by local leaders and security chiefs, we directed the immediate suspension of all unauthorized school fee collections. No student should be denied access to education because of illegal charges. The Government of Uganda already provides substantial funding to these schools. For example, Mbale Nkoma Secondary School receives over UGX 1.2 billion annually, while Mbale High School also receives slightly over UGX 1 billion each year to support its operations. Charging tuition in government-aided schools is prohibited. Every Ugandan child deserves the opportunity to access free education in government schools. Only approved external examination fees may be charged where applicable, while meal fees remain optional. Let us all work together to eliminate corruption at every level. Every shilling meant for our children’s education must serve its intended purpose. Eng. Robert Nakimoro, the District Engineer for Mbale District , has been arrested by a joint investigation team over allegations of causing financial loss to the Government through negligence and failure to properly supervise a road project. He is currently in custody as investigations continue, and any other officials found culpable will be held accountable in accordance with the law. Public resources must be protected, and those entrusted with their management must be accountable.

On Fighting Corruption We Need Systems, Not Spectacle Hon @BalaamBarugahar and Hon @JustineNameere intention to fight corruption is welcomed . However, the current approach is concerning. Parading a head teacher and teachers before students and ashaming him publicly , and embracing them in that manner, undermines dignity and authority. How does that head teacher return to lead those same students and staff with respect? There is a clear difference between instilling fear and earning respect. As a former Minister a of State for Youth and Children Affairs, and currently as minister of Local Government, the mandate is to build systems, not to act as investigator for Works, Education, or Health. The right approach is to: 1. Settle down and form a committee and work with respective ministries like Ministry of Transport and Works, Education and sports and Ministry of Health to audit and address issues formally 2. Develop clear guidelines and policies so the process is transparent 3. Work through Parliament if needed, table a bill on local government or amend the PPDA Act to close procurement loopholes 4. Set clear, auditable targets so performance can be measured at the end of the day Corruption will not be solved by weak links and public shaming. Hon. @BalaamBarugahar Sir, allow me to introduce to you your friend Milton Byamukama, He is a victim of corruption in Mbarara City, He was conned of 4M Ugx for HR Job, His colleague Owakubariho Steven 8M Ugx for Sr. Environment officer Mbarara District. Also, Milton was asked 200k to transfer His wife from one primary school to another one in the City. All these allegations have evidence. Let's put Mbarara City back to order, most of the leaders there are thieves.

Charles all @BalaamBarugahar is trying to fix is the mess of corrupt government officials, in actual sense corruption alone has had a very huge negative impact upon the country.. so calling out the corrupt according to you is instilling fear to the civil service even when not found guilty yet? Why would you fear if you know you’re all right in your department?

The danger in the activism of these raw ministers is the destabilisation of the civil service and service delivery. Civil servants will fear to take decisions. Indecision is more costly than decisions in error.
