The 8 division champion thing is a byproduct of a young life without sufficient food and then growing into a natural weight once this was fixed. And immense talent and determination of course. Manny was not a natural flyweight who beat welterweights. He was a natural welterweight with a deprived background. So part of this achievement was being tragically poor to start off with. A person with a more normal background would not be so small to begin with.

What’s the greater achievement? Manny Pacquiao 8 division champion or Bud Crawford multiple division undisputed champion?

There doesn't need to be "greater". They both knocked it out the park. Manny went from flyweight to junior middleweight (granted 149 catch). Crawford went from lightweight to super middleweight. You don't need superior. Both ATGs... case closed.
