12W and 2Ghz is absolutely unacceptable. You might as well throttle it to 1Ghz and make the laptop fanless. Please fix your cooling system, the exhaust vent and the heat pipes aren't enough for the power that the laptop packs. I've attached a picture of the insides below.

What Acer has done with the CPU is thermal throttle is as much as they could - drops to 2GhZ and 12W when playing games. The issue is fixable by enabling MMIO in ThrottleStop, but that causes the CPU to reach 85-90C, while running at 3GhZ, 30W Part 3 below👇

@Acer Please add a proper cooling system to your Acer Aspire series. I've got an Acer Aspire A515-57G with a RTX 2050 and an I7-1260P and the cooling system is absolutely trash. The GPU runs fine, the issue is the CPU. Part 2 below 👇
