Academic science is a pyramid of trainees. If you want to train your citizens using this system, you need many many PhD students and post docs that won't become PI's to keep the pyramid. We just don't tell them this, and being foreign is an easy way to streamline the cull.

It is not at all unusual to have policies in place that tilt science opportunities to citizens and permanent residents. It's the norm. Foreign PhD students and Post docs are just migrant workers to be used by their host. The truth of international science. You're welcome.
