ARMS UPDATE: Today, the U.S. Navy awarded Forward Solutions, Inc., a US$12.39 million contract for command, control, communications, and computers (C4) enterprise services and other cybersecurity capabilities for Taiwan. This contract includes four one-year extension options, which if taken would raise the value to US$68.07 million. FMS funds in an unknown amount will be obligated. Work is expected to be completed between April 2027 and April 2031 if options are exercised.

ARMS UPDATE: Today, the U.S. Navy awarded Sikorsky a US$18.62 million (NT$589.83 million) contract for purchase of H60 helicopter rotary rudder blades. Taiwan FMS funds in the amount of US$9 million (NT$285.09 million) will be obligated, alongside seven other FMS customers. UH-60 Black Hawk helicopters are used by Taiwan's Army and Air Force. Work is expected to be completed by May 2041.

Today, the Kuomintang (KMT) caucus of the Legislative Yuan met internally to discuss the special defense budget, not reaching agreement on whether to continue with a proposal of NT$380 billion+ (US$12 billion), or a increased proposal of NT$800 billion (US$25 billion). KMT lawmakers estimated afterward that a majority of attendees supported an NT$800 billion budget. This comes after reports that KMT Vice Chairman Chi Lin-lien threatened to expel LY Speaker Han Kuo-yu from the party because he supported an NT$800 billion budget.

ARMS UPDATE: Today, the U.S. Army awarded Lockheed Martin an undefinitized contract action with a ceiling of US$1.13 billion (NT$35.75 billion) for production of High Mobility Artillery Rocket System (HIMARS) launchers, for U.S. forces and FMS customers, including Taiwan and four other countries. Work is expected to be completed by April 30, 2028.

Taiwan's Minister of National Defense, Wellington Koo, disclosed the abnormal PLAN activity to Taiwan's Legislative Yuan hours before the MND published surveillance photos. He stated that multiple PLAN vessels had been detected southwest of Penghu, conducting exercises “in coordination” with PLA air forces in recent days. Hours later, Taiwan's MND reported two PLAN vessels entered the waters southwest of Penghu, and that they had dispatched forces to collect intelligence and respond.

Per Taiwan's Ministry of National Defense, two PLAN vessels entered waters southwest of Penghu on the 27th. The MND has deployed assets to monitor and respond. It is unclear if the vessels entered into Taiwan's 24nm contiguous waters zone. The PLAN vessels are: Type 052C Destroyer CNS Zhengzhou (Hull No. 151) Type 054A Frigate CNS Hebi (Hull No. 534)

I have a lot of problems with Taiwanese acquisitions but they need a modern tank component if they are serious about contensting a landing. They need to be able to counter attack beachheads and using 40 year old tanks won’t cut it. The reality of the situation in the event of a PLA invasion is another matter. But, again, the ROCA needs to be able to counter attack, not just blow things up defensively.
