@JoelCaplan Haven't done it in quite a while but I have made various 3D maps in the past using 1. QGIS with QGIS2threejs plugin, 2. R with rshader and 3. Blender with a Google api (I think). There are lots of ways, and there will be an open source option somewhere that meets your needs.

3D Map HELP, please. I use to make 3D maps in Esri ArcScene. That was a long time ago since I used it. Is there another program or tool (free or low cost) that can do something similar these days? Anyone know if it can be done with QGIS?
