@jonobri Great thread. I thought the planner (and their manager) gave excellent answers to inane questions. Impressive that they kept their cool. They also had to contend with passive aggressive nature of the objectors. Imagine how fast this appeal will win at VCAT. Total waste of funds.

I cannot emphasise how unfairly the Council’s planners are being treated tonight by these elected non-professionals. It’s meetings like this that typify and strengthen calls for councils to have their planning powers stripped away entirely.

I’ve attended and watched a great deal of council meetings, and @CityofDarebin is the most cursed I’ve ever seen. Aggressive councillors and a bizarrely large turnout—all over a two-home subdivision in an area zoned for three storey medium density. Darebin has a NIMBY problem.

@HowardFMaclean I recommend reviewing proposals that are lodged with either council or the Minister. Prior to reaching notice stage, these applications are often terrible in every aspect (internal amenity, external impacts etc).

The problem with arguing that we need to make planning laws more complex and expansive to make for more liveable cities, when the easiest way to do this is to just to allow more housing in inner city areas - and planning law complexity prevents this. theconversation.com/planning-laws-…

@dnp3075 @KosSamaras Planning application numbers for apartment developments are way down. They’re simply not being lodged. Almost non existent except for a few good developers in a handful of locations. So planning restrictions aren’t the main problem - the economy is.

@KosSamaras keep in mind you can only get a construction permit (as measured by ABS) if you're able to get a planning permit in the years prior. Lots of new planning restrictions on high density & apartments in Vic is part of the story. Opening up the system for more apartments is vital.

ABS figures. Only 137 apartments were approved for construction in Victoria last Feb. Combination of low buyer capacity, low levels of industry confidence. What gets approved today gets built eventually in a few years. So we if think the housing attainment crisis is dire now - it's going to peak in 2026. realestate.com.au/news/victorian…

@SCP_Hughes Interesting. I’ve noticed period reproduction or ‘mock heritage’ is generally accepted in lots of US cities. Not the case in Melbourne. Huge cringe to that style (often neo-Georgian rubbish). Wondering how other places do it without offending every architectural sensibility.

@MessengerAndrew @grugstan Merri-bek officers have worked very hard to improve these excellent projects where possible and get them across the line. Councillor and community support fluctuates, but expert planners see the merit and have supported at least half a dozen of these apps. They’re not prohibited.

Our heritage and character policies are forcing wedding-cake-style apartments, and I feel like it is not great. This one in Fitzroy North was in an area designated for high density but still had to 'respect' the two-story heritage houses all around it.

@heritage_why This pocket of Brunswick has many apartment buildings (the newer builds and current proposals generally of a high quality - some older ones pretty terrible). I’d say Merri-bek has comparatively fewer heritage overlays than other inner LGAs and does well with density.

This would have been a shocker of a trade if we’re talking about 2018 Grundy, but he’s had good game since the end of 2019. @heritage_why I’d say this can sometimes be ok when there’s another bedroom with an external window; where the circulation area itself has access to daylight and ventilation; and where it’s not every dwelling in the place. It needs to facilitate other design benefits - not simply more yield.

People don't seem to care about windowless bedrooms as much as we think they do. A very popular warehouse conversion in inner Melbourne is full of units with bedrooms with no daylight access because windows open to a hallway. People still love the building!
