The Spanish Empire established the 8-Hour Workday 300+ years before any Liberal Democracy On this International Workers’ Day, let’s honour a remarkable yet often overlooked milestone in labour history: the world’s first legally mandated eight-hour workday, established by King Philip II of Spain in 1593. Through the Ordenanzas de Felipe II, specifically Title VI, Law VI, the king decreed: “All workers shall work eight hours a day, four in the morning and four in the afternoon, in fortifications and factories, scheduled at the most convenient times to avoid the sun’s intensity, as deemed appropriate by the engineers, ensuring that, without missing any possible work, their health and preservation are also considered.” This pioneering regulation, documented in the Recopilación de Leyes de los Reinos de las Indias, applied not only to Spanish labourers but also extended to indigenous workers in the American viceroyalties. Notably, mine workers were granted a reduced workday of seven hours to safeguard their health. Furthermore, indigenous communities operated under their own legal systems, known as “Indian republics,” where they elected their own mayors and maintained certain autonomies. Centuries before the industrial labour movements of the 19th and 20th centuries, this royal decree recognized the importance of balancing work with health and rest. Today, we remember this early commitment to workers’ rights and continue to advocate for fair and humane labour practices worldwide.

@Historiqly @hispano_studies Labor regulations were relentless, even in the most remote and insignificant regions of that overseas empire. But the real problem arose with the Constitution of 1812 , the disentailment of church lands, and consequently, the bellicosity of the 19th century in the Hispanic world.

"I'm a teen mother. I had multiple people including the child's father trying to talk me into getting an abortion. They kept trying to tell me that it was the best thing to do for my baby and that nobody else would ever have to know. ⠀ ⠀ I was pregnant with my son at 15. I actually went to a clinic and everything, I had no idea what the right thing would be for me to do. I was a terrified teenager. They did an ultrasound and asked me if I would like to see the baby and I told them yes. As soon as I saw my little baby on the screen, I immediately knew that I could not do this to my child and that I shouldn't be letting people pressure me into doing something like that. ⠀ ⠀ I ran out of the building and cried like a baby. I called my boyfriend at the time (baby's father) and he actually screamed at me and told me that I needed to turn around and go get the abortion. ⠀ ⠀ I'm now a 17-year-old single mother and my son is one years old. EL MISMO GOBIERNO DE GUATEMALA ESTÁ SIMULANDO HACKEO EN LAS DEPENDENCIAS DEL ESTADO PARA APROBAR LA LEY QUE ESTA EN EL CONGRESO DE GUATEMALA, LA NÚMERO 6347 Ley de Ciberseguridad de Guatemala: La Iniciativa 6347 (Ley de Ciberseguridad) en el Congreso de Guatemala: 👉 Ya fue aprobada en segunda lectura 👉 Aún no ha sido aprobada en tercera lectura La iniciativa parte de un problema Gubernamental, el desconocimiento de los usuarios en redeses sociales. Y para ellos, la solución propuesta es riesgosa en términos “democráticos.” En lugar de construir un sistema moderno de ciberseguridad, el proyecto tiende a concentrar poder, “castigar sin suficiente claridad jurídica y dejar fuera a actores clave.” Exceso de enfoque en control estatal La ley prioriza la seguridad desde una lógica de control y defensa, más que de gestión integral del riesgo digital. •Se concentra poder en entidades estatales •Hay poca supervisión independiente Problema: Esto puede derivar en uso político de herramientas de ciberseguridad o en vigilancia excesiva, especialmente en contextos donde la institucionalidad es débil. Militarización de la ciberseguridad El rol relevante que se le otorga al ámbito de defensa introduce una lógica militar en un campo que, internacionalmente, es civil, técnico y colaborativo. Problema: •Reduce transparencia •Limita la participación ciudadana •Puede desalinear a Guatemala de estándares internacionales Diseño institucional confuso La iniciativa no define con precisión: •quién coordina •quién ejecuta •quién fiscaliza Problema: Un sistema así puede volverse ineficiente, duplicado o incluso inoperante en momentos de crisis.
