This is truly historic and deeply encouraging news. I sincerely thank my dear colleague @Tsahkna and the Estonian Parliament for taking this decisive step toward establishing the Special Tribunal for the Crime of Aggression against Ukraine. With Estonia leading by example, this progress sends a clear and unmistakable message: accountability is not a distant aspiration — it is becoming reality. Justice for the crime of aggression is essential to restore international law and ensure such crimes are never repeated. I call on our partners to join this effort. The momentum is here — and it must not slow down.

A historic step toward accountability. Today, @Riigikogu approved the bill for Estonia to join the management committee of @coe Special Tribunal for the Crime of Aggression against Ukraine 🇺🇦, making 🇪🇪 the first country whose parliament has formally confirmed its readiness to support the tribunal’s operations. As Russia’s brutal aggression continues, the international community must intensify pressure to ensure accountability for all violations of international law. Delayed justice only fuels further atrocities. We urge our international partners to follow suit so that the Special Tribunal can begin its work without delay. Impunity must not prevail.

Russia continues to attack Ukrainian energy. Overnight, missiles and drones targeted energy objects, particularly in the west of Ukraine, depriving cities and communities of power and heating, causing emergency outages and disrupting the operation of nuclear power plant units. Such attacks demand accountability. Increased sanctions pressure on Moscow, restrictions against “Rosatom” for helping prepare these attacks, accountability for aggression within the IAEA, and additional arrest warrants by the ICC for the criminals who plan and carry out attacks against civilian heating and power amid freezing temperatures.

A difficult night in Ukraine, particularly in Kyiv. Russia shot dozens of cruise and ballistic missiles and over 500 drones at ordinary homes, the energy grid, and critical infrastructure. At least 2 people were killed and two dozen injured, including a child. While everyone is discussing points of peace plans, Russia continues to pursue its “war plan” of two points: to kill and destroy. It is also notable how Putin once again used Viktor Orban as an accomplice to his terror. In 2024, Orban’s visit to Moscow was followed by Russia’s horrific strike on Ukraine’s Okhmatdyt children’s hospital. This time, a massive Russian attack on the Ukrainian capital right after Orban’s visit and empty words about “peace.” Putin is simply using such politicians as actors in his bloody spectacle. Putin wants to prolong the war at any cost. The war he cannot win — and the war refuses to end. But the international community has the means to ensure that this cost becomes unbearable for him. We urge additional support for Ukraine’s defense and resilience, additional strong sanctions on Russia, and a swift decision to enable the full use of frozen Russian assets. Strength, unity, and pressure on Moscow remain essential to advance peace efforts and force Russia to put an end to the war.

The people of Kyiv are emerging from shelters after yet another all-night Russian missile and drone attack. After four years of pouring everything into this invasion – even destroying their own economy in the process – and still unable to show any real progress on the battlefield, Russia falls back on its historical norm: pure terrorism. At least two people reported killed, 27 injured. Rescue teams are working across the city. Kyiv stands.

Last night, Ukraine once again came under a combined Russian attack – more than 50 missiles and about 500 attack drones. The Russians struck with cruise missiles, “shaheds” and Kinzhals among other things. The Lviv, Ivano-Frankivsk, Zaporizhzhia, Chernihiv, Sumy, Kharkiv, Kherson, Odesa, and Kirovohrad regions were all targeted. As of now, it is known that about ten people were injured in the attack. Sadly, five were killed. My sincere condolences to everyone who lost loved ones to this terror. Rescue and recovery efforts are ongoing where needed. I am constantly receiving reports from Minister of Internal Affairs Ihor Klymenko and Minister for Development of Communities and Territories Oleksii Kuleba, from the heads of regional military administrations, and from Naftogaz CEO Sergii Koretskyi. I expect the government officials to act swiftly and effectively to eliminate the consequences of this attack in the affected regions. Today, the Russians once again targeted our infrastructure – everything that ensures normal life for our people. We need more protection and faster implementation of all defense agreements, especially on air defense, to deprive this aerial terror of any meaning. A unilateral ceasefire in the skies is possible – and it is precisely that which could open the way to real diplomacy. America and Europe must act to make Putin stop.

Russian terrorists struck critical civilian infrastructure, particularly energy, across Ukraine with hundreds of drones and missiles. I urge all partners to respond strongly. Putin did this on October 10th—the anniversary of the first massive attack on Ukraine’s energy infrastructure in 2022. This is a deliberate demonstration that he has not changed his aggressive actions, terrorist methods, and ultimatums in three years, and he continues to reject any meaningful diplomacy and peace efforts. Russia is worse than HAMAS. Even HAMAS has agreed to a ceasefire and peace efforts. To the contrary, Moscow continues the senseless war it began—the war it cannot and will not win. As a result of this massive strike, a 7-year-old boy was killed in Zaporizhzhia, and dozens more civilians have been injured across the country. In Kyiv, Kharkiv, Poltava, Zaporizhzhia, Dnipro, and other regions, many people remain without power following Russian strikes on civilian energy objects. Our energy workers are true heroes, who are now working to restore power, but we also require increased energy assistance from our partners. Depriving people of energy amid dropping autumn temperatures amounts to genocide under Article II (c) of the Genocide Convention: creating unbearable conditions of life in order to destroy a national group. Pressure on Moscow is the only recipe that can work, but it needs to be strong and consolidated. Economic pressure of biting sanctions, military pressure of stronger support for Ukraine, and political pressure of full isolation. Putin must feel that the cost of continuing the war exceeds the cost of stopping it. He must feel that continuing this war endangers his regime.

Russians have entered a new stage of barbarism — systematically targeting Ukraine’s passenger trains with drone and missile strikes. Since August 2025, Russia has increased the number of attacks on Ukraine’s railway system, focusing on disrupting critical connections. Over the past two months alone, 220 Russian strikes on railway infrastructure — including trains, stations, and electricity substations — have been recorded. Russians know civilians are there. They know these are not military targets. And yet they attack — deliberately, repeatedly, shamelessly. This is no longer a pattern but a doctrine of cruelty. Alongside their strikes on energy facilities ahead of the winter season, Russia now seeks to sever the very arteries of life in Ukraine — the routes that carry people, enable medical evacuation, and deliver hope across our country. To adapt and keep trains running, @Ukrzaliznytsia is adjusting its routes in frontline regions to safer ones and introducing combined routes serviced by both buses and trains. The world must not stand by. Ukraine needs air defenses to protect civilians, and Russia’s terror machine must face consequences that make such crimes impossible to repeat. Effective sanctions remain the only way to reduce the capabilities of Russia’s war machine.

These were targeted and deliberate Russian drone strikes on passenger trains in Shostka, Sumy region. Not one, but two strikes one after another. This is one of the most barbaric Russian tactics—the so-called “double-tap”—with the second attack hitting rescuers and people who are evacuating. Russian terrorists must get strong responses for this deliberate and brutal terror against civilians. Words are not enough. New devastating sanctions. New strengthening for Ukraine. This can be done and must be done to raise the cost of this war for Russia. Putin must feel the danger of continuing this war personally for him and his regime.

A savage Russian drone strike on the railway station in Shostka, Sumy region. All emergency services are already on the scene and have begun helping people. All information about the injured is being established. So far, we know of at least 30 victims. Preliminary reports indicate that both Ukrzaliznytsia staff and passengers were at the site of the strike. The Russians could not have been unaware that they were striking civilians. And this is terror the world must not ignore. Every day Russia takes people’s lives. And only strength can make them stop. We’ve heard resolute statements from Europe and America – and it’s high time to turn them all into reality, together with everyone who refuses to accept murder and terror as normal. Lip service is not enough now. Strong action is needed.

Russian drones flying into Poland during the massive attack on Ukraine show that Putin’s sense of impunity keeps growing because he was not properly punished for his previous crimes. Putin just keeps escalating, expanding his war, and testing the West. The longer he faces no strength in response, the more aggressive he gets. A weak response now will provoke Russia even more—and then Russian missiles and drones will fly even further into Europe. This situation shows that finally the decision needs to be taken to enable partner air defense capabilities in neighbouring countries to be used to intercept drones and missiles in the Ukrainian air space, including those approaching NATO borders. Ukraine has suggested such step for a long time. It needs to be taken for the sake of collective security. This is also a call for partners to urgently strengthen Ukraine’s air defense and better protect against a growing number of Russian drones and missiles attacking us on the regular basis. Furthermore, sanctions must be ramped up without delay. Putin will only get serious about peace negotiations when he faces serious transatlantic pressure. The Russian War Machine must be stopped—and it can only be stopped by strength, not weakness.

Again, Russians have committed yet another horrific atrocity upon our civilian population, deliberately targeting pensioners in the rural settlement of Yarova in the Donetsk region as they queued to receive their payments. Preliminary reports confirm that more than twenty people have been killed – ordinary citizens, gathered for one of the most routine moments of daily life, cut down by Russian terror. There are no words that can fully convey such barbarity. I extend my deepest condolences to the families and loved ones of the victims. But condolences alone are not enough. These crimes demand a response. Russia continues to take lives, yet still evades the decisive sanctions and pressure that could halt its aggression. The world must not be silent. The world must not remain passive. The United States must respond. Europe must respond. The G20 must respond. Only strong, coordinated action can stop Russia from bringing more death to Ukraine and beyond.

Today, we met with sixty heads of diplomatic missions to brief them on the consequences of yesterday's Russian attack – one of the largest air assaults since the start of the full-scale invasion. Together with Minister of Internal Affairs Ihor Klymenko and Minister of Foreign Affairs Andriy Sybiha, we walked them through the devastation in the Cabinet of Ministers building. For Ukraine, yesterday’s attack marks a new stage of this war. Russia has doubled the number of drones aimed at civilians, is deliberately striking energy infrastructure on the eve of winter, systematically hunting down our enterprises, and now targeting state institutions themselves. This is not the conduct of a country seeking peace. It is a direct mockery of every diplomatic effort made by the civilized world. This is an existential war. Among yesterday’s dead were a two-month-old child and a young mother. Russia is killing our children, attempting destroying our future. We are deeply grateful to all the diplomats who stood with us this morning. Your presence is a powerful signal of solidarity with Ukraine as we continue our fight for survival.

Another night of terror for Ukraine. Another proof that Russia disregards peace efforts and steps toward ending the war. Kyiv. Kremenchuk. Dnipro. Kryvyi Rih. Zaporizhzhia. Odesa. At least two people killed – a 32-year-old woman and her two-month-old son. More than 20 people were injured. Over 800 drones and missiles launched – a new “anti-record” of Russia’s attempts to kill as many Ukrainians as possible. For the first time since February 24, 2022, Russia damaged the Ukrainian Government building in Kyiv. Instead of reciprocating peace efforts and agreeing to a leaders’ meeting, Putin rejects real diplomacy and seeks to increase the death toll. Each such attack is possible because Russia still has the means to wage this war. Devastating sanctions, maximum pressure, as well as maximum strengthening of Ukraine's capabilities are needed. There is no more time to wait.
