Major changes to NEPA in the budget deal, and not just for energy projects. Some of it codifies existing practice, some of it adds adds time limits and page limits, and possible new NEPA exemptions. Still wrapping my head around this. Starts on p 71. docs.house.gov/billsthisweek/…

This is such a great challenge. Decarbonising the IPCC requires dealing with all the thorny issues: "hard-to-abate", carbon dioxide removal, offsets, fairness, etc. And who is better placed to demonstrate what is possible than the IPCC itself! nature.com/articles/d4158…

Frankly, I rate the debt ceiling bypass options b4 a literalist court as follows: 1) $ trillion coin 2) later budget legislation implicitly repeals earlier debt limit 3) 14th Am “debt shall not be questioned.” 1/

Problem with the 14th Am approach is that it literally prioritizes 1) paying bond principle when due by issuing new debt (which does not actually increase total US debt 2) arguably, paying interest on bonds when due, and 2/

Even the highest emitters on the planet (like the US) are “only” about 20 tons per year. A newborn baby doesn’t start out emitting 3x as much and by the time they are 30 it’s not likely even 20 ton lifestyles will be sustainable.
