Because Jacy Jayne hasn't earned that big spot yet. She hasn't even been on the main roster for 3 months. Spots at WM and Summer Slam are for superstars that have earned it. Tiffany Stratton is a superstar and has earned it...even if she's the US Champion (which is another issue).
