Firstly, it should be noted that both Tarāwīḥ and Tahajjud are Qiyāmul Layl, hence whoever has prayed Tarāwīḥ with the Imam with its Witr may choose not to pray any other prayer that night, and they shall get the reward of praying Qiyāmul Layl, because of the hadith that says regarding tarāwīḥ: “Whoever prays with the Imām until he finished, then it is recorded for him that he prayed the whole night” (Reported in the four Sunan on the authority of Abū Darr and graded authentic by Al-Albānī). Now, regarding your question. Whoever wishes to pray Tahajjud after Tarāwīḥ has two options: Option One: Pray the Tarāwīḥ with the Imām without Witr, then pray your Tahajjud and pray the delayed Witr after your Tahajjud. This might, however, deprive one of the reward mentioned in the earlier ḥadīth, because you did not complete the Tarāwīḥ with the Imām. Option Two: Pray the Tarāwīḥ and the Witr with the Imām, then pray the Tahajjud in pairs without any Witr. This is because you are not allowed to observe Witr twice in a night, because of the ḥadith that says: “No two Witr should be observed in one night” (Reported by Abū Dāwūd, and An-Nasāī, and At-Tirmidhī on the authority of Talq bin ‘Alī, and graded authentic by Al-Albānī). However, it is allowed that you observe pair nawāfil after Witr (Tahajjud in this case), due to the hadith of Abu Salama who asked 'A'isha –may Allah be pleased with her- about the prayer of the Messenger of Allah (ﷺ) She said: “He used to observe 13 rak'ahs. He would observe 8 rak'ahs and would then observe Witr, and then observe 2 rak'ahs sitting (after Witr), … and then observe two rak'ahs in between the Adhan and lqama of the dawn prayer (i.e. the two rakahs of Fajr). (Reported by Muslim). The hadith shows the Prophet (ﷺ) might observe prayer after Witr in the night, before praying the two rakahs of Fajr when it is dawn. Allāh knows best

I have a question. When you say not more than 11 rakah and ending it witr...does that mean you can't observe Tahajjud if you pray witr with the imam in Tarawih?

The matter is one of the most contentious issues that were debated by Shaykh Al-Albānī and some of his contemporaries. I understand where @SirJarus is coming from, he is an OAU alumnus and the Muslim students of OAU during his time there were generally disciples of Shaykh Al-Albānī's Fiqh 😀. Shaykh held that it is not permissible to pray more than 11 rakahs in tarāwīh, 8 major rakāhs and 3 witr (see: Qiyām Ramadān of Shaykh Al-Albānī) p. 22), relying on the literal interpretation of the hadith of 'Āishah -may Allāh be pleased with her- where she said: "مَا كَانَ رَسُولُ اَللَّهِ - صلى الله عليه وسلم -يَزِيدُ فِي رَمَضَانَ وَلَا فِي غَيْرِهِ عَلَى إِحْدَى عَشْرَةَ رَكْعَةً" (The Prophet of Allāh -peace and blessing upon him- used not to pray more than eleven rak`at whether in Ramadan or in any other month) Reported by Bukhāri and Muslim. However, the majority of the scholars, including the four Imams Abū Hanīfah, Mālik, Shāfi'ī, and Ahmad, including Dāūd of the Dhāhirī school of jurisprudence, were of the opinion that it is permissible to pray more than 11 rakāhs, and their proof for this is the hadith of Ibn 'Umar -may Allāh be pleased with both- who narrated that: أن النبي صلى الله عليه وسلم ، قال: "صلاة الليل مثنى مثنى، فإذا خفت الصبح فأوتر بواحدة". ((متفق عليه)) The Prophet (ﷺ) said, "Salat during the night should consist of pairs of but if you fear that morning is near, then pray one Rak'ah as Witr." (Reported by Bukhāri and Muslim). The majority of the scholars interpreted this hadith to mean the permissibility of praying as many pairs of rakāhs as possible during night prayers, including tarāwīh, while ending it with witr. And this interpretation aligns with the understanding of the companions and those who came after them: Imām Mālik reported in his Muwattā that Yazīd bin Rūmān said: "People used to pray 23 rakahs as tarāwīh during the time of Umar bin Al-Khattāb -may Allah be pleased with the-. Also, Ibn Abī Shaybah in his Musannaf reported from Dāūd bin Qays who said: I met people in Madinah in the time of Umar bin Abdil Azīz and Abbān bin Uthmān praying 36 rakahs with 3 witrs as tarāwih. And we all know that Umar bin Al-Khattāb -may Allāh be pleased with him- is one of the rightly guided Caliphs whos Sunnah have been approved by the Prophet -peace and blessing upon him-, and the athar in Al-Musannaf shows that the later scholars understood that there is no particular number of rakāhs to be prayed, as it is left to the recommendation of the Muslim ruler or the scholars in charge, while the hadith of Aisha -may Allah be pleased with her- was just narrating an incident خبر , not that it was an injunction that includes an order أمر or prohibition نهي, hence there is no contradiction between it and the practice of the companions and the later scholars of Islam who prayed more than 11 rakahs. This is the most correct opinion in my view. Allah knows best.
