The EFF Tshwane Caucus has tabled a motion to scrap municipal debt for indigent households, arguing that the poor cannot afford rising tariffs and levies. The caucus views this debt as a symptom of a “fiscal design failure,” in which local governments are underfunded by the national treasury. The EFF Caucus continues to advocate for the cancellation of municipal debt for the poor . The purpose of this motion is to seek Council approval to amend the current Indigent Policy of the City of Tshwane Metropolitan Municipality and to initiate a formal review and amendment process to: ● Recognising households primarily dependent on social grants administered by the South African Social Security Agency as qualifying indigent households, subject to verification; ● Improving equitable access to free basic municipal services; ● Protecting vulnerable households from service disconnections; and ● Aligning indigent support with current socio-economic realities and constitutional obligaions. The EFF motion was passed with majority of 111 votes ✊🏿✊🏿✊🏿 .
