No, herd immunity is mandatory. The only reason the US and its citizens don't experience these horrific outbreaks is because the basic childhood immunization schedule is mandatory for school enrollment (Measles is making a comeback because of infected foreigners coming into the country who aren't vaccinated: nbcnews.com/health/health-…). When you're putting essentially the entire country's population of young children at risk of contracting any of these horrible diseases via spreading, it doesn't remain a choice: killing innocent Americans via your choice isn't acceptable or legal.
