28/4/26, International partners led by Urs Herzog led an M&E session at the Bussi Islands Health Centre for the water, sanitation & Hygiene (WASH) Global Grant supervised by 6 Rotary Clubs in Uganda led by Rotary Entebbe. The partners were very satisfied with the completed works.

Dr. Asiimwe who is a consultant urologist at Mulago National Referral Hospital and Uganda's only transplant surgeon, further warned that if Parliament passes The Protection of Sovereignty Bill, 2026, the Uganda Medical Association risks, itself risks deregistering some of its members or face criminal liability if the association receives or channels foreign funding for activities such as training grants, human rights advocacy, continuing professional development supported by international partners, and as such force the Association to be reluctant to engage in health advocacy. “The association may become reluctant to engage in policy advocacy, which is part of what we are doing, litigation, which we are also doing, public discourse on issues related to health financing, labour rights, and governance. We are going to censure ourselves and may retract from these activities, and maybe that's the intention of the law, of the bill. This fear of sanctions under the bill will undermine the association's constitutional mandate to protect the interests of the medical professionals and advocate for better health care for all Ugandans,” said Dr. Asiimwe. Dr. Asiimwe said, “We urge Parliament to recognise that medicine is not a political instrument, but a humanitarian and professional calling governed by ethics, science, and the duty to preserve life. Sovereignty is best protected by a healthy and productive population. Weakening the health system through this Bill is actually a sovereignty risk, not a protection. Therefore, the application of this bill to the medical fraternity is unconstitutional, disproportionate.” “We therefore respectively call upon the entire Parliament to oppose the bill in its current form or substantially amend it to protect Uganda's medical profession and the health of all its people. The previous post is not about the performance of the state prosecutor who was under cross-examination, but rather the brilliant manner of his cross-examination by Counsel Fredrick Mpanga (Kyomuhendo is a good lawyer with a bad case). There, in that instance, was pure, high-level, excellent court advocacy from which many could learn valuable lessons. But let me raise a more granular point from that process: disclosure. The prosecutor misquoted the Soon Yeon Kong & Kwanga Mao v Attorney General, Constitutional Reference No 7 of 2007. He may have forgotten that the firm of AF Mpanga were the lawyers in that case and thus could not be misled about the court's findings. That is why, when handed the court's decision, he could not point to a paragraph on the State's right, indeed to any mention of witness protection in the law, resorting instead to extrapolations and misinterpretations of the judgment. The prosecution has treated disclosure as a discretionary power, thereby abusing the process. The effect of the Soon Yeon case is the imposition of a duty on all parties to make both exculpatory and inculpatory disclosures. In simple terms, disclose both incriminatory and exculpatory (evidence of the innocence of the accused person, which may have been discovered in investigations). That is what a fair trial would mean and look like. I hope the court rejects the request for an in-camera trial and the attempt to conceal the witness from public testimony.
