Naturally, contracts are always cleared by the Attorney General’s office. The AG’s role is to review any contract and its addenda to ensure the legal foundation remains intact, though the office seldom delves into the technical aspects of such agreements. The Ministry was about to sign the Standard Gauge Railway contract, valued at approximately 7 billion USD. This was around 2014, the Chairperson of the Ministry Contracts Committee declined to endorse it, despite prior approval from someone within the AG’s office. This prompted a summons to State House, where the then PSST, the late Muhakanizi, intervened and explained to the President that proceeding with the contract at that cost could economically cripple the country.
