"Auto-learn abilities on use" feature will be added in Patch 26.7
Pressing an unlearned ability key will automatically level it up

"Learn Spell On Cast" is a new setting added in 26.7. When enabled and you cast an unlearned spell then it will learn it and does not cast it.
