Non-English Speaking Afghan National Applies For Alcohol Licence For Shop Next To School In Rotherham. Mr Hewad Shinwari, an Afghan national who only became a UK company director in October 2025 and received his personal alcohol licence in March 2026, is pushing for a premises licence at 21 Monkwood Road, Rawmarsh, Rotherham, S62 7JN, a former chip shop being converted into a convenience store/off-licence. The shop sits directly across the road from Rawmarsh Community School, which has more than 1,100 pupils aged 11-16. On 19 May, the Licensing Sub-Committee meeting ground to a halt when Shinwari was unable to answer councillors questions. His landlord had to act as an informal translator. A local resident immediately objected, asking how someone who needs a translator in a council hearing can be expected to uphold the key licensing objective of protecting children from harm, especially when selling alcohol right next to a school. The hearing was adjourned so Rotherham Council can now appoint and pay for an official independent translator. The application is still listed as open on the council’s licensing register. This is the same site where the previous alcohol licence was revoked in 2023 for undermining licensing objectives. Objectors have also highlighted over concentration of discount alcohol shops on the street, links to another Sheffield premises with issues, and the very real risk of underage sales near the school. The reconvened hearing will eventually decide. But for the residents of Rotherham, the fact that the application has got this far, despite all the obvious warnings, tells locals everything they need to know about safeguarding and priorities in Starmer’s modern Britain. #UKNews #CrimeNews #Rotherham
