The drones that crossed over into El Paso airspace were acting in an aggressive manner that threatened helicopters operating along the El Paso - Ciudad Juarez border. Drones regularly cross into the US by Mexican cartels and human smugglers, especially in Ciudad Juarez which is mostly dominated by the Juarez Cartel (La Linea). What made this situation different was the risk it posed to other airborne assets.
Important context: the El Paso TFR is not like the 9/11 nationwide airspace shutdown. DC & NY restrictions were created later. A ban on all flights over a U.S. city—including medevac and police helicopters—has no modern precedent.
