People frequently float the concept of an "Antarctic dry run". But the point of going to space isn't to go to space because we can. It's not a vanity project. The point of going to space is that there's valuable stuff there. I wrote a whole article about this called "The Trillionaires of Mars". One of the great insights that privatized spacelift represents is that frontiers cannot be a massive public works project, because the resources devoted to public works project always encounter fierce political opposition from people who want that money given to them instead. ("Whitey's on the moon", etc etc). So you can have them when you have a concrete shared goal ("Beat the Russkis", etc etc), but not when you're treating your country like an economic development zone with no shared ethos. Spacelift has to be profitable and pay for itself at every stage. The asteroid belt is full of shiny treasures, and both Luna and Mars have vastly reduced time and delta-v to go grab them. Antarctica is just a full-gravity icebox.
