Pelé is considered one of the greatest because of his talent and achievements, and he accomplished everything without any form of scandal, robbery, or FIFA support. The same applies to Maradona and Cristiano Ronaldo. Messi is talented, yes, but I believe 80% of his awards and trophies were possible because of corruption and the way FIFA bent the system in his favor.
Yes, he’s a great player, but I don’t think he’s one of the top three greatest players of all time.
