Statement from Sándor Palace regarding the Seventeenth Amendment to the Fundamental Law Dr Tamás Sulyok, President of Hungary, makes the following statement in connection with the tabling of the Seventeenth Amendment to the Fundamental Law. The proposed amendment to the Fundamental Law violates the principles of the rule of law, democracy and the separation of powers in a number of respects. By virtue of his constitutional role, the President of Hungary—operating outside the three branches of government, namely the legislative, executive, and judicial branches—is an independent constitutional authority bearing no political responsibility within the system of checks and balances. Accordingly, the President cannot act in place of the executive or any other branch of government. It is unprecedented in Europe for a sitting President to be removed from office on purely political grounds, in open violation of the constitutional guarantees safeguarding the autonomy of the office of the President, through a provision inserted into the final provisions of an amendment to the Fundamental Law in a manner unmistakably tailored to a specific individual. An important safeguard for the fulfilment of the President’s constitutional role is that the Constitutional Court is the sole body authorised to remove the Head of State from office, and this may only take place on specific grounds, namely for the deliberate violation of the Fundamental Law or the statutes, or for the commission of a criminal offence. Tamás Sulyok points out that, since 1990, Presidents of Hungary have been legitimately elected by the National Assembly, the supreme body representing the people, through a procedure that has remained essentially unchanged. The office of the President of Hungary has, until now, operated within a stable constitutional framework. The Seventeenth Amendment to the Fundamental Law disrupts that framework. The Head of State taking office under the amended constitutional framework will assume office as the successor to a constitutionally elected President who was removed by means contrary to the rule of law and, in consequence, will take office effectively as the nominee and political appointee of the political majority that removed the sitting President. By giving this procedure legal recognition, any President of Hungary is made dependent on the political majority that elected him, as he may henceforth be removed from office whenever his continued tenure no longer serves the political objectives of the governing majority However, it is not only the institution of the President that is undermined, but all independent branches of government, as the Seventeenth Amendment to the Fundamental Law sets a precedent under which the head or any member of an independent constitutional body may be removed at any time by an ad hoc decision and, in the case of Members of Parliament, their re-election may be precluded. This leads not to the separation of powers but to the concentration of power; not to the restoration of the rule of law but to arbitrariness. A constitutional democracy cannot be built on the open disregard of constitutional rules. The Head of State notes that, although the ruling party invokes a special mandate, neither the indisputable democratic mandate behind the party nor any other democratic mandate entitles a governing majority to infringe upon fundamental constitutional principles or fundamental rights. Tamás Sulyok draws attention to the fact that the possibility of the draft being adopted jeopardises Hungarian constitutional democracy, which is based on the achievements of the system change and on European values.

Massive crowd gathered today in 🇭🇺Budapest to resist against the unlawful dismissal of President Sulyok that could happen as early as next week. Since the parliamentary elections in April, Prime Minister Péter Magyar has tried to humiliate, threaten and intimidate the President into resignation. As President Sulyok stood his ground, Magyar's Tisza Party put forward a constitutional amendment to remove the President from office without justification. Other heads of independent institutions that could serve as checks on the new government were also promised to be removed. If PM Magyar and his party follow through on the threats, Hungary will soon descend into a constitutional crisis. Hungarians are waking up. They voted for change, not tyranny!

There is a lot of confusion about Chat Control. The current temporary regulation differs in many ways from the draft version which will be on the agenda later. I think that will be problematic. The temporary legislation we vote on this week is much less intrusive in terms of privacy. No age verification, no breaking of end-to-end encryption, no centralized EU coordination hub, etc.

- Mercedes in decreasing wages by 20%. - Volkswagen is planning to shut down several factories and firing tens of thousands of workers. - Stellantis has achieved a net loss of more than 20 billion. - The European Commission estimates that 600 thousand jobs are at risk in the auto industry. The Commissioner is saying that the automotive sector is in "mortal danger". But only 10 years ago, we had the best auto industry in the world! The Commission now points the finger at China and wants new regulations. But the crisis facing the European car industry is purely of our own making. It is the result of foolish, ideologically driven policy-making at European level. Restrictive measures have stifled innovation and competition to instead impose a single technology chosen not by the consumer but by the politicians. The technologies that gave European auto-makers an edge over global competitors were banned. We should have never given in to the dieselgate blackmail either. We need to re-industrialize Europe. Only a coalition of Patriots, ECR, ESN and EPP can do that. Keeping the cordon sanitaire is industrial suicide.

Statement from Sándor Palace on its request to the Venice Commission On May 29, 2026, the President of Hungary addressed the Venice Commission regarding the constitutional situation that arose following the April elections, which threatens to result in a fundamental and serious breach of the rule of law and the separation of powers, with particular regard to the legal mechanism contained in the proposed Seventeenth Amendment to the Fundamental Law, which poses a serious threat to the fundamental values of constitutional democracy. The Venice Commission is currently examining the President’s request under its urgent procedure. On July 2, 2026, a high-level delegation of the Venice Commission visited Budapest, marking an important step in establishing a framework for dialogue between Hungary’s public law institutions. At the same time, the President of Hungary notes that, although the Government has expressed its willingness to cooperate with the Venice Commission, it has not only failed to provide an opportunity for the Commission’s experts specifically appointed to rule in the matter to meet with the relevant authorities, but has also, as of 6 July 2026, decided to consider the proposed amendment to the Fundamental Law under an expedited procedure, without undertaking to await the opinion of the Venice Commission. In view of the exceptional significance of the Head of State’s initiative and the considerable public interest surrounding it, Sándor Palace, also taking into account consultations with the Venice Commission, is publishing the questions submitted to the Commission.

Hoy he intervenido en la apertura de la sesión plenaria para alzar la voz por el respeto a los más elementales principios del derecho justo: se aplican leyes ad hominem (contra Orbán, como aquí sánchez con su amnistía), leyes de eficacia retroactiva, toda una ley habilitante. Como Metsola me ha cortado, pongo toda la intervención: “De acuerdo con el artículo 167.1 del Reglamento, que habilita a esta cámara a debatir sobre asuntos del interés de la Unión, para denunciar lo que está sucediendo en Hungría ante el silencio vergonzante de las instituciones. Desde que Magyar ganó, ha puesto en marcha un plan de asalto de las instituciones de Hungría y su democracia. Durante 7 años hemos aguantado todas las semanas debates fabricados por la máquina de bulos de Soros o de Bruselas. Pero ahora esta cámara guarda silencio. As if nothing happened... EU institutions stay awkwardly silent as the new government of Péter Magyar violates basic democratic principles and threatens independent institutions in Hungary. The EPP and its left-wing allies refused to allow a debate about it both in the LIBE committee and at the plenary of the European Parliament. All of a sudden no one utters words of concern or claim to defend European values because it's one of their own punching democracy in the face. Their silence is deafening. 🙉

Today, at the European Parliament’s Conference of Presidents (COP), the @PatriotsEP requested a debate during next week’s plenary on the recent constitutional changes introduced by the Hungarian government that violate basic democratic principles. Left-wing groups and the EPP voted our proposal down. For years, they attacked Hungary’s patriotic government with fabricated, politically motivated accusations and never missed an opportunity to condemn Hungary. Now, when unprecedented constitutional and democratic concerns have emerged, they remain silent. They even refuse to allow a debate. This is a textbook example of double standards and hypocrisy. It proves once again that in Brussels, references to European values are used as a political weapon against sovereign, patriotic governments, while genuine violations are ignored.

Election after election Latin-America is turning away from its left-wing systems and is embracing freedom and competition. Europe needs less socialism and more competition too! The new Hungarian government is moving towards total state capture. Prime Minister Péter Magyar's most important win would be removing the President of Hungary with no justification whatsoever. That would then open the floodgates to capturing all other independent institutions from courts to other state authorities. Péter Magyar wants to remove the incumbent President just because he was elected by Parliament during the previous legislative cycle. His party introduced a legislation to modify the constitution of Hungary. One of the amendments states: „The term of office of the current President of the Republic shall expire on the day following the entry into force of the proposed amendment.” That’s it. No justification. Just one sentence. It's just motivated by an endless thirst for power and political vendetta. One must note: the office of the president in Hungary wields little power. The President cannot block the government majority in Parliament in enacting whatever their government agenda is. If adopted, it will be a precedent like no other. No independent institution in Hungary will have the courage to resist any measure of the government out of fear of being removed the exact same way. With just one sentence. This government claims they have brought Hungary back to Europe. Is this how we understand democracy in Europe? I sure hope not! We are not the only ones calling this out. More and more left-leaning public figures in Hungary also speak up against undermining democratic principles. Yet, the European Commission and the European Parliament, usually so keen to criticize the previous government for any legislation adopted, are now unusually silent. The double standards are yet again clearly visible.

After 16 years, an EU summit was held without Viktor Orbán. And an oft-stated lie was immediately exposed. For years, before and after EU summits, the European press was blaming Viktor Orbán for allegedly preventing EU unity, vetoing, and therefore failing to form a common EU position on the Russia-Ukraine war: whether it was about arms deliveries, approving another aid package for Ukraine worth tens of billions of euros, yet another sanctions package or something else. Politico is now writing about the leaders clashing with unusual vehemence, because the European Council President's chief of staff contacted Moscow to explore the possibility of negotiations. This has become urgent again, because after the Iran deal, the US's attention is once again turning to the war in Ukraine, and the Europeans do not want the American side to leave them out of the negotiations. 🤷 Heads of governments fell out because: - they could not decide whether it was permissible to negotiate with Russia, - or if so, who should do so (the President of the European Council or the leaders of the large member states), - what the role of the EU should be, - but some were even offended by why 3 countries negotiated with Zelensky separately right before the summit and why the others were left out. In practice, this is what "European unity" looks like if Viktor Orbán is not there. Instead of unity, all the differences surfaced, which were previously conveniently denied by making PM Orbán the scapegoat. In this issue and others. It was easier to blame Orbán than to find real solutions to complex strategic issues. Thanks to the participation of Péter Magyar, however, an obstacle was indeed removed in the case of Ukraine. The first cluster of Ukraine's EU accession negotiations was unblocked so Ukraine is now officially negotiating EU membership. Not that it would bring peace any closer.
