The Disclosure Foundation has submitted formal testimony to the Connecticut General Assembly supporting legislation that would authorize a state study of Unidentified Anomalous Phenomena (UAP). Raised Bill No. 5422 would direct the University of Connecticut (@UConn) to evaluate how the state can better collect and analyze UAP-related data. This is how public policy develops: experts submit testimony, lawmakers evaluate evidence, and institutions determine how best to approach emerging scientific and national security questions. Momentum for state-level UAP research is already building. Earlier this year, New Jersey enacted legislation establishing the nation’s first state-funded UAP research center. States are increasingly recognizing that responsible research, transparent reporting, and academic study are essential to understanding the phenomenon. The Disclosure Foundation has sent a formal letter to arXiv regarding the rejection of two submissions from Dr. Beatriz Villarroel. @arxiv is a major preprint repository operated by Cornell University where researchers share scholarly articles prior to journal publication. @DrBeaVillarroel's papers had already passed peer review at established journals, yet were denied posting on arXiv. Meanwhile, a critique of those same papers was accepted and posted to the platform. Scientific progress depends on open inquiry and consistent standards. To the extent they follow through, this is an enormously positive development, and I commend the Administration for taking this step. That said, virtually all relevant documents are classified, and identifying and declassifying them will be a lengthy, complex process. My concern is that an executive branch effort, if snarled in turf fights and classification nuances, could end up being misleadingly partial or incomplete, as we've seen recently with other unrelated disclosure efforts. I'd encourage Congress to support the Administration's intent by enacting a legislative framework that concretely structures, authorizes, and directs a comprehensive disclosure process, both to encourage and to help the Trump Administration actually get this done.

As you know, the declassification process of the UAPDA was passed in December 2023 without a review board. Trump can appoint a task force tomorrow to accomplish the same thing (with no need for Senate confirmation). Or it could all just tumble out. Or die on the vine. Who knows. A review board may help or it could slow the process down. But IMO the time for considering a review board has probably passed.

While not perfect, the UAPDA was valuable because it codified the review structure (Records Review Board) and schedule (Controlled Disclosure Campaign Plan) for the release of information on UAP/UFOs. One of the only reasons the Epstein files started to get released was because Congress passed *legislation* that made public release a matter of law, not just executive discretion. Under the UAPDA’s timeline, the President would have been required to submit nominations for the 9 member Records Review Board within 90 days of enactment. By next month, the Senate would have been holding confirmation hearings for the individuals tasked with overseeing UAP disclosure. Instead, we have an announcement. Epstein isn’t going away. It’s law. We’ll see what structure follows for UAP.
