🧵 We have released a new policy brief, Concrete Next Steps for UAP Disclosure, authored by @ChrisKMellon, Adm. @GallaudetTim, and Kirk McConnell. The brief argues that disclosure should now move along three concrete lines of effort: release compelling UAP documentation and sensor data, disclose the government’s intelligence analyses, and reveal evidence of crash-retrieval, reverse-engineering, and related programs.

Key takeaway: Based on publicly available information, we can conclude that the December 2025 incursions in the Southern US were the result of a UAP "luring" operation. Not only was the operation "very successful", it was briefed to a member of the Gang of 8 (Scalise). So the astounding conclusion is not only that the USG knows these objects are real, but also that they have tech / methods with a now proven capability to lure these objects.

Today’s release raises the stakes for the @disclosurefound project to review the NASA archive for UAP records. My thoughts in Newsweek:

On June 30, the Pennsylvania House Communications and Technology Committee held a formal public meeting on UAP reporting, airspace safety, and scientific inquiry. @ChrisKMellon testified during the hearing, which also included testimony from @uncertainvector and Penn State astrophysicist Jason Wright. The discussion marked another sign that serious UAP policy work is moving beyond Washington and into state-level institutions. disclosure.org/news/pennsylva…

6/ We cannot continue to give a blank check to those evading Congress or democratically accountable leadership. The opportunity now is for the President and Congress to collaborate on the next chapter of disclosure.

5/ Protect whistleblowers and strategically grant immunity. Witnesses have testified before Congress that the government has for decades conducted crash-retrieval and reverse-engineering programs. If the Administration wants the truth, it should protect witnesses from prosecution, civil suit, and employment retaliation.

4/ Release the intelligence assessments. The American people paid for these analyses. They are owed their government’s honest conclusions. The Administration should release its analyses of the capabilities, origins, and intentions of UAP.

3/ Where are these records, and why have they not been released? Releasing a crystal-clear picture or video of UAP could change the trajectory of this conversation overnight. That conversation is long overdue.

2/ Release evidence scientists can analyze. File dumps consisting of grainy videos of phenomena potentially defying conventional physics are insufficient. We need actionable evidence: raw sensor information, high-resolution imagery, and data the scientific community can scrutinize.

I chaired the first open hearing on UAPs—Unidentified Anomalous Phenomena—4 years ago. At the time, UAPs were disregarded as science fiction. Today, some of the nation’s leading experts in policy, research, and science are engaged in serious conversations about transparency and oversight. Thank you to the @disclosurefound for hosting this important gathering.

5/ The throughline: prepare now. The paper calls for a National Psychological Preparedness and Resilience Task Force to coordinate clinical readiness, public education, and crisis communication ahead of further disclosure.
