@gbrew24 Technically it is income, the same way you pay income tax on non-cash prizes. Congress will sometimes create exemptions for this, as they did with Olympic medals in 2016 and scholarships back in the day.

The way this works: if you're on a PhD stipend and take classes, your fellowship encompasses the cost of the tuition while your stipend (ie income) is taxed.
This would also tax you for the value of classes you're taking, which is not income. It isn't anything, really.

Whatever IRGC or MOIS outfit is responsible for this caper likely hoped to leak through legacy media, to give the leak a bit more legitimacy and attention.
Also possible that they feel the effect has been nullified now that everyone knows the leak is coming from Iran.

6. The only debate about politics among non-partisan Fed watchers & people with real money at stake is whether the Fed would be SLOWER to cut rates for fear of the PERCEPTION of politicization.
I don't think politics is a factor, but if it is the result is higher rates.
