If Mika is already registered with her legal name, then she’s fine. For people who don’t have their birth certificates and need to register, they can still sign an affidavit at their polling place. It would then be incumbent on the state to help the person get a copy of their birth certificate in order to register. In other words, all U.S. citizens will be able to vote.
