Its whether targeting something degrades the enemy's ability to fight to a proportionally greater amount than the harm to civilians that determines whether its a war crime. Look it up.

@madeking @WarMonitor3 Reports from Iranians are that the B1 Bridge between Karaj and Tehran was 1) under construction and 2) not for civilian use, but rather for the military. Literally no civilian damage was done.
