When Unalaq ripped Raava out of Korra, she technically lost the normal Avatar State and her connection to the past Avatars.
But the giant blue spirit form at the end wasn’t the traditional Avatar State anymore.
What happened was that Korra entered the Tree of Time during Harmonic Convergence and meditated deeply enough to project her own spirit using cosmic energy. Tenzin basically helps her realize that her power was never only Raava her own spirit is powerful too.
That’s why she becomes a giant spirit version of herself instead of glowing with the normal Avatar State eyes and tattoos tied to Raava.
The show even describes it as tapping into the cosmic energy that connects everything.
In short she became cosmic Korra 🤩.
