False. Only the US was dispositive. I don't like these types of arguments because I don't want to diminish either side, but from an empirical standpoint, only the US was sufficient for victory. Without the USSR, there was still a pathway to victory for the Allies with the US, because the US developed the bomb first, but absent the US, there was no path towards victory for the allies with the USSR alone.
