Hodnocení postoje Belgie k uvolnění zmrazených ruských aktiv není tak snadné, jak se na první pohled zdá. Ano, Belgie není nakloněna využití "ruských aktiv", která jsou ve většině uložena právě v této zemi. A ano, tamní premiér k tomu měl hodně nešťastné výroky. Ale to je jen ani ne půlka pravdy. Realita je, že Belgie by tímto krokem nesla s tím spojená značná rizika a právem chce, aby se na nich podíleli všichni. Těm se do toho nechce, a tak vznikl nápad, že riziko na sebe vezme ECB. Ta to logicky odmítla. Takže "správné" řešení je, že riziko na sebe převezmou společně země Unie. Pokud by se toto podařilo, a Belgie i tak odmítla mechanismus spustit, je její kritika na místě. Ale bez toho to zrovna moc fér není. Doufám, že společný zájem podpořit napadenou Ukrajinu a mimo jiné snížit náklady Evropanů na její podporu nakonec zvítězí. Cokoliv jiného by byla velká chyba…

Excited to share my latest paper "Applicability of quantitatively predictive logical models at subnational level of governance: Testing the Seat Product Model on Polish, Czech, Hungarian and Slovak regional elections" published in @ElectoralStdies sciencedirect.com/science/articl…

Indeed, regional party systems are embedded systems and can only be fully understood when broader institutional context is taken into account.

However, the results in some cases were not too far from theoretical expectations, especially after incorporating the temporal dimension, which suggested that electoral system outcomes only tend to align with institutional expectations after several electoral cycles.
