The resistance to arrest was clearly wrong and deserves condemnation, but grabbing someone by the throat crossed a line and cannot be defended under proper training or professional conduct. People can debate the weapon being drawn or other parts of the encounter, but targeting the throat was excessive and unnecessary.

Man violently resists arrest during a traffic stop. Two troopers don't hold back and BODYSLAM him straight to the ground. Was this justified or excessive force?
