Yes, our Constitution recognizes *pre-existing* human rights -- rights that exist by virtue of our humanity, not our citizenship. This concept is foundational to our republic, going back to the Declaration: "All men are created equal" and "endowed by their Creator with certain unalienable Rights" That's why the Bill of Rights and Civil War Amendments consistently use universal language rather than reserving rights for citizens alone. There are certainly rights that can be reserved to citizens alone (voting, for example), but not our most basic human rights, including free speech, due process, and free exercise.

What Jeremy is missing—clear in the Constitution—is that our rights are not granted to us by the government. They are inherent in us as people. This is why the Bill of Rights is written as limits on the government’s power to abridge, infringe, or violate rights.

Washington, DC is a beautiful city. DC is home to 700K people and welcomes millions every year. We have the #1 park system, fantastic public schools, and a tremendous public transportation system. And we are at a 30-year low in violent crime. It's important for all who live here and visit to know how beautiful our city is and how proud we are of all that we've accomplished.
