Making Zimsec compulsory; What problem is GoZ trying to solve for?
Zimbabwe has well over half a million children who should, in theory, be approaching O Level. Yet only about 200,000 register as school candidates for 5 or more ZIMSEC subjects. The rest vanish into the mist, some repeat, some abscond, but many simply fall out of the system because they cannot afford to stay on the conveyor belt. With extreme poverty in Zimbabwe estimated at about 49%, that is the real scandal sitting in plain sight. Millions of kids are dropping out of high school.
Yet, in its infinite wisdom, GoZ has decided that the urgent national problem is the tiny sliver of pupils who prefer Cambridge GCSEs. In effect, it wants to make ZIMSEC compulsory. Conservatively 10K pupils sit Cambridge GCSE exams in Zimbabwe. That is a rounding error against the full O Level age population and only about 5% of the ZIMSEC school candidate stream. This is the classic bureaucratic trick; ignore the collapsed bridge and the thousands of stranded villagers and fine the man crossing the river in his canoe.
The question Cabinet should answer is simple: what problem is this decision trying to solve? The real issue is the children who never get to the exam room at all, the family that cannot raise exam fees, the rural child who drops out quietly, the parent choosing between food and registration. Instead of confronting that national failure, the state has gone after the tiny 2% sitting outside its examination monopoly.

You cite s 110(3)(c) then misinterpret it. When it says the Pres can “initiate… legislation,” that includes Bills. Which is the 1st stage of legislation. There’s no special category where constitutional amendment Bills sit outside that scope.

The Constitution of Zimbabwe Amendment Act, 2013 – the sections that confirm Cabinet's authority to initiate legislation, including constitutional amendments.
Section 113 – Executive Authority
(1) The executive authority of Zimbabwe derives from the people of Zimbabwe and vests in the President, who exercises it, subject to this Constitution, through the Cabinet.
(2) The President, as head of the Government, is responsible for –
(a) the initiation, formulation and determination of Government policy;
(b) initiating legislation and performing other functions assigned to the President by this Constitution or any Act of Parliament.
✅ Interpretation: The President (acting on Cabinet advice) has the explicit constitutional power to initiate legislation, including amendment bills. No restriction is placed on the type of legislation.
Section 114 – Powers of President in relation to Parliament
(1) The President may;
(a) summon Parliament or either House to an extraordinary sitting at any time to transact urgent business;
(b) cause any Bill to be introduced in the National Assembly or the Senate;
(c) communicate with Parliament on any matter.
✅ Interpretation: The President can "cause any Bill to be introduced" – no exception for constitutional amendments. This power is independent and absolute in initiation, subject only to parliamentary process.
Section 328 – Amendment of Constitution
(1) A Bill to amend this Constitution may be introduced in the National Assembly only if;
(a) the text of the Bill is published in the Gazette at least thirty days before it is introduced in the National Assembly; and
(b) the Bill is introduced by a Senator, a Member of the National Assembly, or the Senate, or a Minister.
(2) A Bill to amend this Constitution must be passed by;
(a) the National Assembly by a two-thirds majority of its total membership; and
(b) the Senate by a two-thirds majority of its total membership.
(3) After being passed by the National Assembly and the Senate, the Bill must be presented to the President for assent.
(4) The President must assent to the Bill within thirty days of its presentation.
✅ Interpretation: Section 328(1)(b) explicitly lists "a Minister" as one of the categories of persons who may introduce a constitutional amendment bill. A Minister acts on behalf of the Executive (Cabinet). Therefore, Cabinet can initiate constitutional amendments through a Minister – full stop.

Thank you for talking about the mumvee or sausage tree. I really agree with you on knowing the correct dosage and also if there are any side effects. I took the tea to control blood sugar spikes and I ended up being hospitalized for hypoglycemia. My levels dropped to 3.7mmol/L. I have never used it since but it would really be interesting to know just what is in this tree that can lower blood sugar that drastically.
